Thankfully, I snapshot all the vote data on my own site where we run the tools for the competition and this isn't going to make a difference in the end scoring.
After updating the scores again, I've manually changed Tox's score back to what it should have been sans-manipulation. A lot of entries were manipulated by someone with nothing better to do, so no one has been penalized.

I've got some wonderful scripts I've written over the years that help deal with vote manipulation on the site. I ran the wrong one, wiping all of Tox's lovely votes. Sorry Tox!

The mods aren't going to go into details, because it's against the forum rules to publicly discuss rules violations. They only even acknowledge that something like this happens when it's important to do so, like to correct the WCDC winner, or if, for example, fluxflashor accidentally deletes all the votes. Most of the time when I've reported vote manipulation in the past, they just quietly correct it.

One thing that I think helps us by keeping quiet about it is it gives less people the idea to try it which ends up saving us precious time dealing with it. I wish people would just behave >.>

People vote manipulate by using multiple accounts to vote for a card. This is either by creating multiple accounts themselves, or convincing other people (e.g., their friends) to vote how they want. Typically, the votes are all carried out around the same time, which makes it pretty easy for even someone like me to catch it. I'm sure the mods have much more sophisticated methods of catching it. Since you have to somehow control multiple accounts to vote manipulate, there isn't a good way to get away with it, besides hoping no one notices. If you win through vote manipulation, people will notice. There have been several times when the community has effectively said "There is no way this card legitimately won," and, every time, we've been right.

Ah, the ol' "make a really good card and be a good person" trick. I could never get the second part right.
The above is pretty correct on how it is done. And yes, we do have ways to detect it and people get routinely banned from the site for breaking our rules on it. It does require some manual looking on our part though, so we've had some people catch it before we did.
I'd like to overhaul the entire system to be better, but we've got more important things to take care of first on the site as far as dev time goes. Ultimately things are pretty clean with our votes though which is something I can't say is true of other sites out there and I'm quite thankful for that.

Also, while on the subject of votes, I know how crappy our system is for them in the card design competitions and how it could be so much better if we had something custom built for it.
I hope we can get on that in the near future because it would make so many things better on the side of entries, moderation, and fun data things. The competition and all its wonderful entrants deserve it.
If there's something we can hack together without needing to push new code to the site (dev time is so backed up for us, I don't think that's a secret), I'll definitely invest my own resources into it to make it happen. It just has to still remain easy to access for everyone which can be the tricky part.
Also, the winner's gallery will be updated. I've been working on that whenever I get the time because we're going to be completely changing up how it is done. It was supposed to be done within the first few weeks of the season but alas, time has become my enemy again.
Shadows has done a lot of work helping me get data input for it though so once I finish up some of the code and display side of things, the galleries will be better than ever and on their own dedicated pages. I cannot wait to get that out there for everyone, and it will be nice to be able to then move on to the next big side project.
