Additional Thought: Does anyone think Dragonbinder is the best card as a standalone card? I'd have to make it at least 7 mana and pump up the stats to match, which would make it pretty expensive as far as tech cards go. But if I'm not mistaken there are no anti-dragon tech cards!

You're only allowed to put 3 cards at once, according to the rules.
Devoted Occulist is a pretty cool idea. Although i'd argue the wording is wrong. The current wording indicates that they die immdiatly when you play this, which i believe is not the case.
You may have to refrain from using the "Horribly" wording, to make this fit under 4 lines. This would allow for the wording "Battlecry: Give adjacent minions +4/+4 until end of turn. Then they die.

You forgot the Elemental tag on Lightmom (Lightspawn has the Elemental tag) and I don't like that it's literally the same art just colored differently.
Dawnchaser could probably just say "At the end of your turn, gain Divine Shield" as that's pretty much the same thing and the wording would be better.
Mechasaur should probably have a wording change. I understand what you were going for, but the text would be better and easier to understand if it said "Can only attack minions with Taunt and heroes" or "Can only attack heroes and Taunt minions".
Druid of the Club is a bit confusing. What exactly does it do?

If you don't mind, I'll just comment on the cards I like/would consider upvoting.
Devoted Occultist. Well done on the 7-mana 4/4 meme. Fits in warlock and feels fair, since you have to think about positioning, not to mention the two-minion requirement (of course, rarely a problem for warlock). I also like how you inverted the sac-lock theme. Tempting to classify it as rare (see Void Terror, sorta) but I think it's acceptable.
Dawnchaser. I think I would word it as "At the end of your turn, gain Divine Shield." The bigger problem is that I agree with you: This card feels solidly Rare. I would hang onto though. Personally I think it's a nice card.

Devoted Occultist: Now does the Occultist itself die horribly, or does the minions it buffs do? Either way, dust it. It's a worse Bonemare.
Lightmom: Okay now you're memeing. Even as a serious submission it's a dust since Silence Priest is a thing
Dawnchaser: Now this is a good idea, and good balanced stats. My only quorum is I don't know if it should be a rare instead or not.
Mechasaur: Dust. 7 mana 8/8 that can't attack when Swamp King Dred is a 7 9/9 that can is fucking garbage
Storm Elemental: Now this is a good card. I think this should be your submission. This is the most exciting to me. Great for control Shaman.
Druid of the Club: This should've been a Choose One card. Get rid of the RNG and just make it a Choose One effect.
This effect really feels like it belongs on a legendary minion. You could tone it down a notch, like just summon one minion, and not trigger its deathrattle. Alternatively, you could give it a random deathrattle, or make it give a friendly a random deathrattle. I would also change the wording to "...from your deck, then destroy them." The name is rather odd too, but I'm sure you intended it to be that way.
Lol I had almost the same idea, except it kills Jade Golems. :P The 7-cost requirement feels kinda arbitrary though, and too situational. You'd never want to run such a heavily-costed situational card, even if it has vanilla stats. How about making it say "Destroy a random enemy minion until your opponent has 4 minions"? It would certainly convey just how truly hungry this crab is. Great art, a shame I couldn't find it for my Jade-eating crab.

O-P-Tron: Being the first and only minion to be resistant against Silence, I think it's too unique to be a common. Plus, we already have Psych-o-Tron. I think there are plenty of other common minions you can "upsize." Why not a bigger, newer Antique Healbot? Before it rotated it out, it was used in just about every combo deck to stall the game. Perhaps it's time to fill that gap, eh?
Fire-Charged Firecharger: Really too much of a tongue-twister of a name, but the art is pretty good. Giving Mage a common minion with Enrage certainly an eyebrow. I'm not saying it can't be done, it's just questionable. As for balance, it's not even strictly better than Archmage, and that's a basic neutral card. At 7 mana, you pretty much have to rely on it surviving to your next to make use of it. This card would be much better as a 4 or 5-drop. Being big just isn't doing it any favours.
Hungriest Hippo: I like this the most out of the bunch. If you were to submit it though, I think you could make the reference a bit more subtle. Like "Ravenous Riverhorse" or something. Just to get this straight, why exactly is it summoning Crocolisks for your opponent? Did it scare them out of the water?
Chained Broodmother: Too swingy of a card, and definitely not simple enough to be a common. As for making the Dragonbinder a standalone card, it falls into the same trap as Firecharger; it's a tech card that has no business being so high-costed.

O-P-Tron isn't bad, and some people may like the meme, but to me it just feels unoriginal, especially with art that looks just like Annoy-o-Tron. Fire-Charged Firecharger is interesting yet still manages to feel Common, and has a fun name to boot. The potential for +3 Spell Damage does scare me a bit, though, on something so durable. As for Hungriest Hippo and Chained Broodmother, I'm skeptical of having drawback minions this big since your opponent can just remove it, leaving you down a bunch of mana and them with more minions. They aren't bad ideas; I just don't think they're right for this topic. Same with Dragonbinder as its own card - its' interesting, but I would rather not see it so big.
Jade Auctioneer piggybacks off of Deals, which is nice, and it incorporates Jade in a very Roguish way. It's also one of the few Jade cards I've seen with art that really fits. It seems intimidating at first, but after thinking about it it seems mostly balanced, albeit swingy. It should have the MSoG watermark, though, and needs a period at the end. Orcish Totemcarver is unique and, though I could see it as a Rare, would work in Common. It's probably your best bet of the two.
Though most Murloc decks probably wouldn't run a 7 mana 2/8, this does seem pretty problematic with something like Faceless Manipulator or Mirage Caller.
This and it also uses the same artwork as Giantfin, so you probably should find different artwork.
