Aggro exists and always will, therefore control rogue cannot exist unless they print strong control cards for rogue. So my opinion at the moment is this card is useless.
Will aggro be even relevant with the next xpac? All cards shown are very much in favor of control and otk decks.
Also we won’t be facing odds-even decks. And let’s not forget there are more people working in team 5 now. I think thats the reason for the improvement of quality with this new xpac if your compare it with the other sets since the grand tournament.

While this card is probably the best scheme we have seen so far, I think that it is not inherently broken. Even with Pogo-Hopper this won't come close to the power level of Jade Druid (and thank goodness for that).
Jade Druid was so powerful because every card it played not only did something it wanted to do already, like ramp or play a taunt, and also create a continuously growing army. On top of that, it would never run out of steam because of Jade Idol.
While Pogo-Hopper and this scheme is like a 1 time build your own Jade Idol, it is still reliant on you holding the scheme for several turns and having a Hopper to play it on. Plus, Rogue doesn't have very good survivability overall because of the lack of good taunts and lifegain, so it diminishes the likelihood that once you get your engine going with Pogo Hoppers your opponent won't be able to keep up.
Don't get me wrong, I think that this is a cool combo and could work in some lower ranks, but unless we get something to address Rogue's weaknesses and give her some survivability, it won't be a particularly competitive deck.

You are right about Rogue's survivability but addressing wrong mechanics. I mean, rogue's survivability hides behind cards like Sap and Vanish instead of taunts or lifegain but Blizzard refuses to print cards like them strangely. I mean giving your hero stealth should not be a hero card exclusive effect or you might be right about lifegain and health giving weapons should not hide behind expansions for rogue. Stealth, Lifesteal and being evasive is a core mechanic for rogues in all games and lores. They should add some spell shields, evasiveness, lifesteal, stealth stuff to rogues instead of trying to make use of taunts. ok i can get that assassination style of rogue. I mean OTK must be one of the core mechanics of rogue or miracle style like a real assassin who waits until make sure the enemy will suffer certain death but they are skipping the part that assassins should evade to be captured after assassination or if they couldn't afford to kill, they need to evade opponents. I know I have waffled a bit but I hope you got my point.

It's not a matter of the card being OP or not. It's that these kind of cards keep Control in check. It also gives Rogue a way to do some crazy OTK style stuff as well. It means you cannot out last a Rogue deck and now they have a win condition too. This is not just value, this wins games.
If I shuffled the Lich King into my deck 5 times, how is any control deck going to deal with all of those AND the cards I get from them? I know the Lich King is rotating, but you get the idea.
How about Ysera then? If I am able to get Ysera turn after turn, what is a control deck going to do?
Rogue can do all of this now. But it isn't? Why?
Because this costs 1 mana and it can be done the same turn as Ysera. Any 8 drop works with the Lab Recruiter as well. As far as why not now? It's because the meta game does not allow the style to exist right now. With Aggro heavily represented, it wont work.
With rotation, it will have room to breathe, unless the only viable decks are Aggro.
Personally, I do play this style Rogue now, and I beat control very easily. And having more copies of Lab Recruiter means more chances to draw them.
Also, Rogue was heavily hit with the nerfs and no one is playing Odd Rogue anymore. I think value Rogue, Pogo Rogue and other decks just don't do well right now.

Looks good in a Pogo-hopper Rogue deck, here's an initial theorycraft:
