At the bottom is also a minor list of non-Legendaries to consider. The list is continuously updated as we acquire more feedback and data. qb_maximus' remark might have stemmed from your failure to notice it :/

Behold, foolish interlopers! I am commanding this mortal to spread the will of the Scourge throughout the interwebs, encouraging you to seek out me, Archlich Kel'Thuzad! Now coming to you as the tenth class of Hearthstone!
I am a finalist in this Class Creation Competition, so if you could give it a look I would be greatly appreciative <3
He asked for disenchanting, not a crafting guide, that includes epic cards. And he's a new player, barely played for a week (I know since I've been helping him out) so I'd cut him some slack for not knowing the forums and game inside out). After all, this is what forums are for.

A crafting guide can double as advice for disenchanting: the lowest tiered cards could be considered relatively safe dust targets.

We don't currently have a Dusting guide. However, we do have a crafting guide, that you can use in reverse to judge what you potentially could dust. It doesn't cover epics however.
Your collection is currently private, which makes it hard for us to judge personally what you could reasonably dust, and what not. Furthermore, some sort of information what you're thinking of crafting with the dust could potentially change those decisions.

I want a new title, but Flux won't let me have one,
Most cards that are in less then 0.5% of decks should be somewhat safe to disenchant. However, there are some cards that phase in and out of meta (e.g. Murloc Warleader) that might be worth keeping even if they see no play right now. But if you use this list with a bit of caution it's as good as any disenchanting guide.

thank you all for the advice and guidance. I do plan to play what I find I enjoy, which might or might be meta decks... obviously, if I want to play a specific class I want the best cards for it. makes sense to me

something relatively new?
would be awesome to build a top-tier deck after things are established. thanks
Are you serious?
I don't understand your question? yes I'm serious in thinking there are useless legendary that would be better off as dust
There is a list...it's right in this particular section of our forums, the Legendary Crafting Guide. https://www.hearthpwn.com/forums/hearthstone-general/card-discussion/205920-legendary-tier-list-crafting-guide

If you want to decide whether or not to dust a card, you could loosely go by play rate.

Just to explain the safe-to-dust rule - the following cards were considered unplayable or very weak when they were released until the next set/sets:
King Togwaggle, Azalina Soulthief, Hadronox, Master Oakheart, Grumble, Worldshaker, Skull of the Man'ari, Raza the Chained, Prince Keleseth
When support cards were released, they power level increased drastically.

If you are in your first year of playing please read this post.
Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
