It's impossible to evaluate this card without actually playing it in the new meta. That said, I can kinda see a new Control-Spell Heavy Dragon priest deck. You play this with the new 4 mana 3/3, the legendary weapon, and then a ton of removal spells. The spells help keep the board clear, activate the legendary weapon, and then maybe you use this with two Arcane Giant to close out the game?
Very interesting card, but I don't think it will see much play. You are essentially giving your opponent two turns to either just kill you, or at least play around whatever combo you have been assembling.
Damn, I really don't like cards like this because they force the meta to become split between fast aggro and OTK. If your deck can't end the game in two turns, then you don't stand a chance against this card. Priest has a ridiculous number of ways to guarantee a 2 turn lethal, between Razakus, Velen, Malygos, Inner Fire, etc.
That said, the meta is already split in this way, so I don't think this card will be particularly powerful despite having the potential to.
Before being all hyped and press the ''META DEFINING'' button, stop to consider all the damage that your opponent can cause to you and/or your board in two turns. This is basically battlercy lose the game.
Guys guys don't get too excited. Remember what the card says: "Your opponent takes two turns, THEN you take two turns." You have to survive sitting on your ass as your opponent just makes a powerful board in two turns before you even get to do yours.
At least with Open the Waygate you got an extra turn instantly. Here you gotta survive two turns from your opponent, and chances are you won't.
The main complaint about combo decks is that they are not interactive, and the opponent is often completely powerless to stop them.
Temporus pretends to give you a chance. It says, "Fine, here, take an extra turn. Now's your chance to stop me."
Of course, this is false hope. Unless you have some extreme surprises up your sleeve, you will not be equipped to kill off the Priest. And guess what -- the Priest won't play this card if he thinks you can kill him based on your archetype and hand size.
An extra-fun thing it can do is push the opponent further into Fatigue. I expect more than a few tournament games to be decided by that tactic.
I tried to think about it a bit and that's my conclusion: you can't play this card, when you can play this without getting killed you're already winning. The point is: it should be good against control decks, but in fact it is not. If you play this card against jade druid he kills you pretty easily by just spamming the board and attacking in the extra turn. If you play this vs razakus priest he just shots your face 15 times. Vs exodia mage well... now he doesn't even need time warp anymore. You can basically play this card only vs control heavy decks that don't have a win condition except fatigue. You can't even play it vs warlock: he could just play guldan and destroy your face with all the demons. It is playable vs aggro decks that are out of gas (if your high enough in health), but then why play this and risk give them lethal in some way if you're already winning?
It's a cool effect and I like the idea, but in my opinion this card will never be playable. The meta would need to slow down to a point where you don't die if you give your opponent 2 turns in a row, which is kind of impossible.
This would be broken in mage comboed with frost nova and iceblock already up. But in priest I don't see how you survive 2 turns unless you are already winning.
If you can figure out how to survive, there are multiple ways to otk your opponent (velen+damage spells, divine spirit+inner fire etc).
I think this will only see play when discovered in dragon priest by historian/bone drake, in games where you are already in fatigue (rare/never).

Assuming you don't die, Prophet Velen + Zola the Gorgon, turn two Prophet Velen + coin + double Mindblast?

my guess is that card is either very good or meta defining....
the big diff between this and open the waygate is you decide when to give the opponent 2 turns...
The text should have said "If your opponent takes two turns, take a second turn if you survive endless 0 mana fireballs to the face".

There may be some constructed shenanigans to look for but this is probably the worst Arena card ever.
