If you're talking about competitive, High rank play, neither of them are good. If you want a more fun and relaxed deck with some big cost minions, Mekgineer Thermaplugg is sill pretty bad, but Foe Reaper 4000 is somewhat playable in slower decks.
Mekgineer didn't even see competitive play before Blizzard nerfed Leper Gnome. At 9 mana, you can't really expect to combo it with anything and it relies on your opponent having minions on the board to trade into.
It did get better with the Big Game Hunter nerf, as well as the new legendary weapons, especially Shadowmourne from Garrosh's Deathknight. You might be able to make it work. Why don't you try it in a couple of games, and let us know if you like it?
Foe Reaper sounds awesome. But it requires certain things to make it work. As an 8 mana card, the fact that it does nothing on the turn you play it is painful. Once you play it, your opponent has a chance to react to it, whether that means using removal on it or simply repositioning minions to their advantage. I've found I usually don't get more than one attack out of him, the couple of times I've picked him from Gorillabot A-3. I can't really imagine sticking him in a competitive deck. For fun though? I'd stick him in a Paladin deck, give him a Divine Shield and go to town with him :)
I recently bought 15 Goblins vs Gnomes Packs, in these packs i got a Golden Mekgineer Thermaplugg and a Normal Foe Reaper 4000. Are these any good.
I've heard alot bad about Mekgineer Thermaplugg, but i want to know if he is any good. I haven't heard any opinion on Foe Reaper 4000, so same as Mekgineer Thermaplugg i would like an opinion on Foe Reaper 4000.

Mekgineer is complete garbage, don't even bother.
Foe Reaper is pretty good in a control deck. It's no Ragnaros/Sylvanas/Boom but if you don't have those, this is a solid 8 drops, but very slow.

No, but fun enough to keep... and the kind of cards that will suddenly be hilarious in a brawl or some such.
