Forbidden shaping might very well be the best card I've seen in a while. The Forbidden flame card is pretty mediocre. It might have some kind of place in tempo mage, but...eh.
Mages will se play at least in Reno, but propably also in tempo, priest will se less play but is okayish but my bet would be that there will be no place in dragon priest. So i rate mage card over the priest one.
I don't think either of them are garbage, but I think the priest one will see far more play than the mage one.
The flexibility is a very good point, though. It kills most legendaries when it comes down to a topdeck war, and if BGH is nerfed to being unplayable, it'll be decent as removal.
Whereas the priest one is always a minion. It fills out the curve. It's also the kind of card you probably aren't ever upset about topdecking. It might not always be a good minion, but it has the chance of being a great minion, whereas the mage one is always a mediocre spell.

Why wouldn't you play a great tempo card in a tempo deck?
Both are playable, because of the flexibility. Tempo Mage can certainly use the Flame due to that; you can play it for 0 damage on turn 3 after playing Flamewaker just to trigger Wyrm and Waker, or use it late game as removal to make up for top-decking a low-cost/impact minion. Won't quite make up for Flamecannon, but it'll do. For Priest, Shaping can answer with a big minion instead of always removal, especially when Lightbomb rotates out, or fill the turn with some board presence if they Nova on turn 7 or in Priest fashion, just don't have any minions to play for the first 4 turns.
Count me for them being very underrated as of now.

The ablity has potential to be super good as already shown in the WDC several times, just the two official examples so far aint that great sadly.
