Personally I don't like Emperor in the deck. He's kind of do-nothing. Really his only purpose is to do Sylvanas Windrunner + Brawl in the same turn. Still I'd rather replace Emperor with a card that's actually interactive in some way.
Justicar is a definite. It's hard for your opponent to fight through 4 armor a turn and it makes Shield Slams better.

Double brawl is mandatory right now. The ladder is littered with riddler pally and patron warrior. This card is basically a win condition against the two most popular decks atm
I ran two copies of Brawl last season and was happy with the results. It often turns out that you'll finish the game with an unused Brawl in hand, but you usually win those games. It's less a matter of wanting to be able to use it twice in one game, and more about wanting be able to cast it for sure on turn 5-7. Running two of them makes this very likely, and I would strongly advocate it if you're running into a lot of Paladins and Mages. Baron Geddon felt like the best card in my deck last season too, so I have to advocate for the inclusion of double Brawl and Baron.
On the subject of Justicar and Emperor, I more or less agree with the posters above. Justicar is sort of a clunky card but when you find a chance to land it you feel a lot better about the game. Emperor doesn't really do anything for Control Warrior decks though. Ideally, your game plan is to control the early game, stabilize in the mid, and then take over late. Emperor doesn't really accelerate this strategy because all of your big cards still cost a lot, so you won't be able to play two spells a turn anyway in most cases, and your deck was already built on the premise of playing those cards late in the game. It can give you the chance to use your hero power more, which is definitely good. Ultimately, I think Emperor is good in the deck, but not good enough to justify taking the deck slot away from something else.
I am not a fan of running Emperor in control warrior. I think he fits very well only in combo oriented deck or freeze mage.
He can provide some good value though if you run cards like Ysera, Alex, Nefarian, Varian or Deathwing. Playing any of these cards 1 turn earlier is a nice tempo swing. It's also nice to cast removals for free after playing him.
On the other hand he competes with a lot of really good cards for CW so it's hard to find a room for him. His value is not really guaranteed in CW as well.

I was wondering what everyone's thoughts are on running 2x Brawls and running Justicar or Emperor in CW.
What are some pros and cons for each option and why do you tech a certain way compared to the opposite choice?
