8/22/2021: I updated this list to include two pairs of anti-meta tech cards.  Terrorguard Escapee interferes with Raise Dead and other resurrection effects, and Boompistol Bully helps delay quest completion, which could buy you enough time for lethal or for Mutanus the Devourer to destroy the quest reward completely.

8/25/2021: Boompistol Bully and Mutanus the Devourer seem to be too slow for anything other than infinite damage OTKs.  They are also useless against aggro decks.  I will consider running Loatheb instead.  Furthermore, running Brann Bronzebeard is too greedy and inconsistent.  I have yet to pull off a Brann + Captain Rokara combo outside of practice games against The Innkeeper.  Terrorguard Escapee is useful for disrupting resurrection effects, though, and has good synergy with Risky Skipper.  In the meantime, the gameplan will focus on early quest completion, consistent pressure, and mass armor gain.  This means that both copies of Reckless Flurry will be cut to make room for the new cards: two copies of Eternium Rover, two copies of Heavy Plate, and an additional copy of Stormwind Freebooter.

10/12/2021: After a great deal of testing, I gave the deck a massive overhaul to adapt to the post-ban meta.  Tech cards were replaced with more cheap pirates, armor gain, and removal, albeit at the cost of one Shield Block.  To give more board a little more backbone (no pun intended), I added Rattlegore as the final card.
