If a tag accounts for .5 stats, then the dredge effect brings this from a 4.5 to a 5/10. Synergy bonuses are currently keeping the card in the metagame due to pirate warrior and nothing else, as you need to get bonuses out of both upsides of this card to make it worthwhile.
Friendly reminder that Dredge DOES NOT draw you a card.
This card is a filler card that isn’t useful at all (maybe just for Pirate Rogue)
This is really good and will probably be an auto-include in almost any deck archetype.
Even without the dredge synergy, "2 mana 2/3 draw a card" is pretty good, and "2 mana 2/3 discover a card from your deck" is even Better. The fact that it synergizes with cards that places powerful cards on the bottom of your deck is just a bonus.
EDIT: It would seem, that i have misread the dredge mechanic, which supposedly only puts the card on the top of your deck rather than drawing the card. So the usefulness depends heavily upon dredge synergy.

Having said that, if your deck is heavy on submerge effects, this is pretty good just because it's cheap. I kinda wonder if there might even be some cards that benefit from being dredged.
Also it's a cheap pirate for Pirate Warrior, which could make a huge comeback in a slower meta.
