It doesn't work like that OP. Only the "meta" legendaries are taken into consideration.
Regarding the UI improments to take you to a good deck including a legendary... sorry to burst your bubble but these morons can't even create a tournament mode (I don't care about their reasons - they aren't technical most likely anyway), so you won't be seeing that unless they have nothing else to give us.
Why? Because they overhype every little thing they bring into the game instead of making actual improvements without spoon feeding them to us.
The previous idea of rematching with a kind of a bet system would be awesome! Now both players are more focused on the game than BMing since they can win something.
Obviously this should be available only against players that are not in your friends list. Otherwise we create e hyperinflation and dust/gold starts to not have any meaning anymore.
The issue is not with them but with the hypocrites from Blizzard that do not want to improve the game and both lower the time investment needed for some things AND restrict certain cards from casual (like i.e. Most epics and legendaries).
Blizzard doesn't make you play a proven (ladder) deck in casual...
Personaly i just concede when i see my opponent is playing Odd / Even in casual. I don't care if is a free win for them. They get their dailies done faster (and might go back to ranked?). If i wanna face the same deck(s) over and over i will play ranked.
You're trying to argue why people play ladder decks in casual. Simply put, it's their choice and you have no say in it.
Unless Blizzard does something to actual make Casual...casual, that mode just takes away from your fun and time, and gives the incentive to other players to keep playing meta decks in this mode.
In other words, I wouldn't "just concede" when I battle a meta deck. It has the effect of supporting those that play them.
But it's your time and "fun" and none of us will be able to educate the players in any way, anyway. Until Fukzzard takes action we're just left with the forums and our useless comments that won't change anything.
It's easy. People want that extra chance of facing a meme deck, thus increasing their chances for a win, thus lowering the time needed to finish quests and/or get more gold.

Well, HS is so simple that It is very boring to play it alone, so I play It in the background and sometimes It takes some time to realize It is my turn. I think It is a pretty common case.
Then why do you play it if it's boring? Seriously. There are hundreds of other awesome games. Or you can do something for yourself and your health/body instead of sitting in a chair for hours playing something boring. Why would you play something that brings you no joy? To pass the time? Sleeping is better and healthier in that regard.
Give us a way to queue on any mode (except arena) with a random valid deck that is in our collection.
Put a checkbox with the text "Random" somewhere on the deck list column. When it is selected, have a checkbox appear next to each deck so that we can exclude any of them from the selection. We should only know what deck was chosen after the game starts (i.e. Not when searching for an opponent).
For me it's clearly manipulated. And I mean everything related to RNG in this game. Just look at Trolden and the best of 2018 for example. When chances of 0.00002% occur this often, there is an issue.
It might not be intentional though. If they are using a custom made RNG (or not), then this could explain it. We all know that the "default" one, from any programming language, is not really "random" as we humans perceive it.
I agree with one of the previous posters that Ben was the reason why some huge power creeps and stupid imbalances were introduced into the game. Hopefully they will stick with the actual direction of the game, undo all the shit Ben has done and make the game more enjoyable.
That also means that I will never buy Ben's games, whatever they are... Simply because they'll get to a point of huge imbalances just for the sake of increasing sales and making more kids play.
