I have searched and could not see any info indicating there will be Legendary quests at launch. I guess that Fire Festival chain of quests is what we got instead?
I don't know anything about data mining or how else you would find out but I'd be extremely surprised if there wasn't some sort of quest launch event or equivalent to be able to earn a few packs. Seems to me blizz need all the good will it can garner at the moment and to release the new expansion without a bit of fanfare seems unthinkable right now.

I'm sure we won't get legendary quests. I assume that they think the tavern rewards gives us enough "start" rewards.
Also, they give like 4 packs with drops in twitch (usually during theorycrafting, where they already gave us 2 packs, and other 2 the days after the expansion is out).
There can never be enough Free Rewards, considering the Man to the left of this post is sipping 1945 Romanee Conti from one of his four Golden Yachts right now, while laughing at us Incels complaining about imbalanced Cards in a Online Children's Card Game.
Some people are confusing the typical quest chains of the past with the new legendary QUESTLINE cards. What that quest they have there means is that once the expansion comes out, they have to complete 3 of the new class questlines. It is not a quest chain like the one they gave recently in the fire vestival.

hmm... the existance of this weekly quest bothers me... if they are not giving a questline legendary card for free, and there are many other legendaries in the set that could be opened, how can they expect that all players are able to do this quest? I could open 50 packs and not get a single legendary questchain in theory. I know crafting exists, but my point is to say that Hearthstone never ever had a daily/weekly quest that required you to have a specific card that you might not have in your collection. in FitB, we had "play 3 FitB legendaries" weekly, but that quest could be done since there was a free legendary, Mankrik, and also the first 10 packs legendary as well.
I really wonder now that if thats the case, which would be a radical change, or will they be generous enough and give us something like a launch questline that would reward players with a legendary questline card..?

So ... you're getting at least as much free stuff as you ever got, but because it's not in the form of a quest, somehow that means Blizzard is being stingy?

Forged in the Barrens launch didn't have Legendary quest chain.

We don't get Legendary quest chains anymore. The packs we'd get from them are in the first Tavern Pass levels.

I got this week a quest of completing 3 leyendary quest of windstorm so...
And that quest took the place of another weekly quest you would have gotten anyway, so....
