You need to be lucky and pack either of them but it can work with either pre-order packs or packs bought with gold. Keep in mind tho that if you don't have pre-ordered packs you need to immediatly buy the packs upon the expansion launch and open them BEFORE you claim Mankrir and/or Diamond Samuro from the reward track, if you claim them before opening your packs you can't exploit this. Basically if you're lucky enough to get either of those legendaries (or both) you can dust them and then claim the free Mankrik and if you have the tavern pass then claim the Samuro.
Also if you unpack a Samuro just dust it for full value immediatly, even if you don't plan to buy the tavern pass as it has no drawback and if Samuro ends up not seeing any play you just get a legendary of your choice. THIS ONLY WORKS FOR THE FIRST WEEK OF THE EXPANSION, it's not like nerfs which last for 2 weeks.

The advantage of Mankrik and Samuro is that you receive them for the first step in the track, so no need to wait with opening, and they are in the card pool, netting dust to spend on whatever cards you choose.

So what do you suggest?
Yes, the normal versions are available via packs, but the only way to not get those, is to not open packs until you can claim them from the track. That takes 30600 XP if you only consider the commons and rares, 92700 XP for the two epics - and then you are bound to swim in commons and most of the rares anyway if you open enough packs since you collect all cards and get duplicates.
@Banur well I am in a tight spot in that I need to get XP as fast as a mofo to finish the track. But if I wasn't I'd stockpile quests to just before the expansion. Then do all my quests (without opening packs) and this should get me something like lvl 25-30 in the new system. Beyond that it becomes silly not to open packs.
Also this math might change for people who plan to open a mega-bundle or otherwise buy something like 70+ packs as they have a fair chance of getting one of those two legends imo.

Level 33 would give you four golden rares and the six commons. There is a slim chance that that would be useful if you don’t open many packs and thus are unlikely to complete all commons and rares. I think you would still stand to gain more by at least going for the first legendary in your first 10 packs to see if you can leverage the free dust by getting Mankrik or Samuro.
