the reason I am asking this is: lets say a legendary got nerfed. and I never got the card. after 2 weeks, the refund time ends and for example, after 1 month I can still open that legendary from packs. and assume the legendary card got nerfed so bad that it is now sees no play at all, a useless card. that would and could leave me with a nerfed, useless legendary in my collection.
OR imagine this: a legendary got nerfed, and I never got the card. If I craft the card, then disenchant it for the full dust refund; Then I dont lose any dust from the process, but the game marks that card as "obtained" and so I cannot open that nerfed card from future packs. instead, I would open another legendary.

Oh you bring up an interesting point. It checks your obtaining, not your collection, so if you want to avoid getting a bad legendary, crafting it and then disenchanting it during a nerf is actually really smart.
I don't know what you mean exactly, but when you disenchant a card the game sees it as if you already collected it. When I disenchant all copies of a nerfed common there is no more duplicate protection for these cards. Even if you have all commons in the set, you will have to get these disenchanted cards randomly. This way you can't disenchant a nerfed card, open a pack to get new copies of this card guaranteed and then repeat this process.
I imagine this rule doesn't count for the 'undo' button though as it is basically a disclaimer.
Just for clarity's sake: you can still obtain duplicate cards once you collected all cards from that rarity.

Easy to confirm to be not sufficient with any card actually. Go to your collection achievements and look for an incomplete one, preferably only one missing. Then go crafting and see if the achievement pops up or go back and check your progress.

Yes, we're sure about this, and the achievement system proves it. If you craft a legendary and immediately press "undo", the collection achievements will not progress - the card does not count as being in your collection . You have to exit the crafting window to get any achievements you might have earned by crafting it. If you craft and undo a card, it was never in your collection, and you can still open it from packs.
