I have explicitly done it with Voone so consider this maybe 80-90% confirmed, but through Elise the Enlightened it seems to be confirmed (the cards she copies in hand - dragons included - keep their alterations). I mean, if Voone operates differently to both Elise and Hunting Party that's pretty weird.
War master voone should copy the dragons in hand as they are... buffed dragons will be copied into buffed dragons, and if you have a dragon bounced with something like freezing trap (cost added by 2) the copied dragon will cost 2 more like the original.

So when you play War Master Voone and have a buffed dragon in hand (for example with his cost reduced from Frizz Kindleroost or the effect of Emeriss) , the copy keeps the buffs like with Hunting Party ??

The general rule is that when a card is copied to the same zone of play (i.e., board or hand), the copy gets all enchantments on the original.
Enchantments are (usually) lost when when a copy goes from board to deck or from board to hand.
