I don't think Zilliax needs nerfing either (it isn't that strong), but I'm just guessing it may get HoF'ed for the same reason some of the Witchwood cards did, it's a card that's being seen so much in so many decks that's practically considered an auto-include and potentially overshadows cards in the next 2 expansions. Not sure if Blizzard wants another year of Zilliax being in the majority of decks. I mean, I run Zilliax in literally every deck and it's never a bad play... isn't that kind of silly from a card design stand point?
btw comparing ZIlliax to Lich King is laughable for so many reasons that I couldn't list them all, I don't know what you were thinking when you said that. LK was a niche card that rarely even saw play outside of some specific ctrl decks... what in the world did that have to do with ZIlliax.
They don't HoF in between rotations.
Zilliax naturally rotates out next rotation.
So if they are going to do anything with him, it'll be a nerf, not a HoF.

Blizzard rotates cards in the spring. Cards naturally rotate after 2 years if they aren't Classic/Basic. Cards can be pushed to Wild via HoF at this time as well.
The Witchwood cards were HoFed during the spring rotation. That they weren't Classic is a new situation, but it was still HoFed during rotation. Meanwhile, Blizzard stated their intentions of HoFing Ice Block in the summer of 2017 and flat out said that the only reason why they weren't nerfing it was because they wanted it HoFed...and they STILL waited until the spring rotation to HoF it.
Zilliax is being used just as much now as he was last year, a LOT. And he didn't get rotated along with the witchwood cards. That means the next time he'll have a chance to rotate will be spring of 2020..which is when he naturally gets rotated out.
Also note that the only reason why Baku/Genn was HoFed was because they could not figure out a way to nerf it without gutting it and there was too much demand to keep the cards to see them gutted. If they could've found a way to nerf it to a usable but reasonable level they would've nerfed instead of HoFed.
With rotation already past us, Zilliax would need a @($)#@)( good reason to
1. be marked a problem
2. be marked a card we can't nerf without killing it.
3. be a card we don't want to kill
4. be a card we can't wait for next year to let go away naturally.
Chances are, even if we CAN get a consensus for the first three, by the time we get that consensus we'll be in next winter, then Blizzard will just wait for the natural rotation anyway. That's why I'm saying that if Zilliax is ever deemed a problem it'll get nerfed, not HoFed.

IMO the meta us really good and I won't complain if there isn't any balance change (maybe a bit tedious the same meta for 4 months). but, in seek of changes:
Rogue problem isn't lackeys, is the strong card draw in a tempo deck: Preparation (reduce 2 mana or HoF) and Raiding Party (4 mana); maybe Van Cleef 1 more mana or 1 less stats gainend.
No complains about shaman, ZIlliax and Vargoth.
Warrior problem is the hero card, no idea how to nerf that, but it really deserves.
I was right (but yeah, just publish half of the nerfs Blizz did).
