A solution would be to reward more gold for complting quests in ranked. This would pursuade a lot of those with tier 1 decks not to bother with casual.
Honestly that is a good idea imo. The key isn't to take rewards away, but as you said to give more of them for ranked play to change how some people play. Plus ranked rewards are pretty terrible for a mode you are encourage to grind endlessly each month.
Maybe if achievements were in the game with awards it could change Casual significantly, because the requirements to complete the achievements could be stuff like "Play a 0 mana Molten Giant in Warlock" or something fun to encourage homebrew decks.
If it were up to me I’d remove the insentive for winning in casual by taking away quests from that mode. However that would harm new players which blizzard definitely won’t do. But, Blizzard could cut the rewards for quests by 50% for playing in Casual mode. Casual players understand that there will be a grind. That's how it works in all F2P games on all platforms. Risk vs. Reward.

Casual might seem like a ground for experiments with new cards, crazy home brewed decks and fun witty 'banta'...However it is just a bedding ground of some of the most powerful decks to crush anyone who dares not play a competitive deck. This is not always the case, but 4 out of 5 times it is.
The Tier 1 problem:
Ladder can be frustrating, as playing against the same decks can be really boring. Casual is just a way where people can play these insane decks, without the fear of loosing ranks. There is no reason to play wacky decks, apart from fun, but as hearthstone is a win more kind of game, people dont wanna risk it.
I think Odd rogue and paladin are two of the biggest offenders. Two powerful decks that require the opponent to get lucky or be playing a deck that can control the board heavily. in casual people might be trying silly decks and odd decks crush them, therefore those people are forced to either join the aggro or join the control.
"I dont have any good cards" argument:
This is one of the old looks on hearthstone "Blizzard is not cheap, we invest in one deck and we cant afford to play any new fun decks as we dont have the dust or gold". I dont this this is true, as it was a year or two ago. Blizzard has been more generous and people have started to get more and more cards to experiment with. even if you only get 20 packs every expansion you can easy get 2 or 3 legendarily which can open up many fun and weird decks. People just dont wanna risk playing bad decks and mostly use excuses such as "its for a quest" or "im new and dont have the cards".
WHAT IS FUN?
This is the biggest argument i think when it comes to casual, what does make casual fun? It really is a personal preference that comes down to "what people like to play". i like playing steal rogue, OTK decks, priest...people might find that not fun and think that Zoolock is more of a fast fun deck. the point is it is almost IMPOSSIBLE to balance casual and make it "fun" for everyone.
What can be a solution and make fun decks more fun?
I think i would suggest Making a mode where you can give the innkeeper a deck. it might not be the same as casual, but you can test fun decks out without the soul crushing of queuing into ODD rogue, zoolock and combo druids in casual.
Give each card a number based on something like Tier/Usage/Winrate and pair with similar decks.
For example, a deck has a total points of 47. This deck will be playing against decks from 45 to 55. If a meta deck has a total of 100, a fun, meme deck will never play against this deck on Casual, because it's total will be something like 30.
It doesn't matter the player rank, it just matters the deck on queue.
Giggling Inventor would have a higher number than Tazdingo.

Just give us the ability to ban classes. Or, give us cards exclusive to casual.
