Are you talking about elementals from Frost Lich Jaina? Because, if so, it makes sense that silence doesn't remove that. That's how it works with the Rogue Quest reward Crystal Core. The buff is to the BOARD not the MINION. If you are talking about a minion that inherently has lifesteal, yes, that would probably be a bug.
What did you silence? I believe it can be removed with the exception of minions of the elemental tribe on board post frost Lich jaina. I would assume she work much like the rogue quest reward. It's an aura on her rather than a buff on the minion.
