Tirion Fordring: A staple in almost every non-aggro Paladin deck, Tirion would enable me a build a viable mid-range or control pally, while having some use in my Mrrrgrrrl for Battle deck.
Ragnaros the Firelord: Fits into almost every control deck as well as fitting well in Randuin, but it's value is somewhat diminished as I have a working Dragon Control Warrior.
Mysterious Challenger x2: While I don't like the idea of becoming another Secret Paladin, it is a very powerful deck and crafting 2 epics would free up more dust so I can ask you this question again in about 1-2 months.
if you really dont like secret paladin then craft tirion and make a reno jackson or midrange paladin which are good and if you make the challengers your going to make tirion anyway later becuase hes so good
edit:you could also disenchant mistcaller and carine blood hoof to get the whole paladin package
I would wait to craft Rag since he's not really good in the meta right now and unless you're leaning toward a ramp Druid or a heavy control deck, you probably won't get much value out of him.
Tirion can be used in any Paldin midrange deck and is arguably one of the best legendaries in the games-but still he's usually a win-more. Lately he's more likely than not to get Entombed. If you plan on crafting 2 Challengers, I'm assuming you have the secrets for a secret Pally otherwise it's a little pointless. Secret Paladin and Midrange are two really strong decks-that being said Tirion isn't necesscary in either imo.
As far as Neptulon, I don't play Shaman that much so I don't really have an opinion on him.

Craft Tirion, you definitely won't regret it. Rag is awesome too, people have been under rating him for a while now but Tirion is just too good.
Paladin is dominating the meta right now and all midrange/control pallys need Tirion in them. Go with him.
