The closest comprisons are Fireguard destroyer and Druid of the fang in my opinion. I think this card comes out on top overall and Druid of the fang is the worst of the bunch.
You cant compare class cards like this....if someone is making a rogue deck they are not going to be choosing between fireguard and fang and this...

Bait silence for what? Current archetype which is Oil Rogue dont really even have silence targets, unless if you count shredders which is similar in silence value to this card anyway.

The decks I create are my own, I do not netdeck. I prefer thinking outside the box instead of stealing other peoples' decks. So, when the expansion hits I might try a control rogue with this for example, it should fit in well there and would be prime silence-bait.
Really? You're playing the net decking are for losers angle? People have been using pre made deck archetypes since early MTG days. Also, we are discussing the viability of this card right? Viability means implementing it into current archetypes.

So, your definition of "viability" would mean that Oil was bad at launch as it didn't fit into any rogue archetypes at the start.

If it's a viable card, it can bait silence which would minimize the risk for example ET getting silenced (some people are trigger happy with silence so they might, wrongly, deem the Panda as a good target for silence).

Yeah I think it's just too situational to be good in constructed. With coin it's good on turn 4. In every other scenario it's really not that great since you must play other cards to make it decent. On turn 5 you must run it with Backstab or Preparation or it's not playable. On turn 6 it's only marginally better than ogre because of cost and only if you combo it with Deadly Poison or the aforementioned zero cost cards.
Its a mistake to look at a card and to ask yourself the question if it fits only to a current deck type. It can be, but more important is the question if a new deck type could arise due to this card. The Shadopan Cavalry is definetly a card with such potential. It is not "the" card who could lead to a controllish type of rogue deck, but he is surely an element for it. The same as Steamwheedle Sniper. He aslo was not the reason for a conrol hunte rto arise, but when it arise it´ll have a part in the deck.
I think this common notion is just outright wrong, the reason you look at existing decks is because these are the cards and strategies the meta have deemed most relevant and there's not likely to be a huge shift in what types of cards are played. Since you lack the complete information of the full expansion, and the future knowledge of the New meta, existing deck types is the best place to look.

I personally am a huge champion of tempo rogue decks, but this does not fit in those decks if you ask me. If you want a power 5-drop then we already have it, it's Dark Iron Skulker.
Still, it's not crappy as Poisoned Blade and it's even a buff for Arena so I'll be happy with it.
Rogue still have shitty minions (except for Agent) and I hope we will get something funnier than a vanilla Ogre that needs to be comboed (and we all know how hard it is to combo things after turn 4).

Rogue have to include these cards to survive aggro onslaught and when they do, they have no more deck slot to make a value-based deck. Gang Up was an attempt from Blizzard to fix this problem but so far has proven to be failed.

I think you are really wrong. The meta is not set at stone and new deck types for a class can and do arise with adventures/expansions. Some classes have an affinity to a specific deck type (in some cases it is even obvious that the devs want us to try out a specific way) but they are lacking some elements to "make the cut" to be a thing right now. For example Contol Shaman, Control Hunter, Beast Druid, Murloc Shaman, Pirate Rogue, Aggro Priest and yes, Control Rogue. If you are looking at every rogue card and ask yourself if it fits in the Oil Rogue or not, you are going to fail pretty much. Tinkers Oil failed to be valued because of people like you, who asked themselves if the card fits in the Miracle Rogue or not. They did not think about if the card could be a key element in a different kind of rogue deck. There are a lot possibilities to be explored and it is not too much of a brain-work to go a bit further and to ask yourself if a specific card could be good in a different kind of deck with the class.

It's definitely a huge buff for Rogue in Arena, and I'm sure that's what this card was meant to be.
But in constructed ? Except for new players with budget decks that drawed one in their first pack, NOBODY will seriously play this.
In ANY deck, who would play this over Azure Drake, Loatheb, Antique Healbot, Sludge Belcher, Harrison Jones, or even Dark Iron Skulker and Ogre Ninja (which are not played even if he's stronger than Shadopan Cavalry) ? The 5 mana slot is already crowded, not talking of the incoming new cards.
