Like people above have said, let's see how the meta shifts before we really pass any judgment. I think it's easy to say statwise that rend is awful. I can give a great example: I was playing ramp druid the other day and I traded my Druid of the Claw in taunt form into something and then played KT to revive it. I was thinking I'd be way ahead because he (a paladin player) already used both an equality so he likely didn't have an answer. Next turn he plays Rend on KT and I was blown back that someone actually plays that card. My amazement was cut short when I ran my 4/6 into his 8/4 and then proceeded to destroy him even further.
I think Rend will be one of those cards that'll be really hard to play. At 7 mana you can't play much else with it so if the opponent removes it easily that's a huge tempo swing. It's different from BGH obviously because at 3 mana you can play many other things to maintain tempo even if they kill your BGH.
It isn't that bad, I've had it used against me by a few Paladins and it was actually really good, killed my Cenarius one game and Rag in another

Every class has better removal than this garbage. Remember he is a 7drop competing for a slot agains dr. Imba himself. As a minion, he is pretty much a bigger Magma Rager, guarateed to trade down vs minions lucky Boom Bot or Bomb Lobber hit, and dies to a ton of cheap spells like Flamecannon and Eviscerate.
I honestly think he would still suck if the "hold a dragon" condition was removed.
If the meta becomes really, REALLY slow, you can use him to kill non-BGH stuff like Tirion, Ysera, Thaurissan, Kel'Thuzad...you get the idea. Basically, it's a situational tech card that can potentially swing the game in your favor. Of course, against any remotely rush-y decks it's completely useless, but hey, so it BGH.
Well, Face Hunter and Zoo are things, so I don't expect a really REALLY slow meta anytime soon.
BGH is situational, yes, but Rend is TWICE as situational. Not only does the opponent's creature need to be a legendary, you need to be holding a dragon as well. This plus its absolutely horrendous stats makes it one the worst cards in the game.

Rend 2 for 1 you he did his job! Just because the person that played him still lost can't be blamed on Rend he ate up 13 mana worth of cards for only 7 mana so I don't get your example Rend did his job! Bgh by your example could not have killed off either one of your cards and would still be sitting in the person's hand. You're whole example is a big plus for Rend. Rend will only be playable in a dragon themed deck but if you are running dragons then he should be in the deck too.
Instead of Rend, add in a boulderfist ogre. Better body and cheaper.

Rend came in and did exactly what he was supposed to do lets be honest Rend did not lose that guy the game the game was lost due to what happened before he came in to play. Rend is a tech card and if you are facing a lot of aggro decks in the meta he should be cut similar to how harrison jones and the black knight get teched in and out of decks based on the meta players are facing.
Ok, so he is a tech card if a lot of decks play heavy legendaries which are not bgh-able, and do not have a deathrattle hmmm... toshley, troggzor, ysera, KT, Antonidas, malygos and cromaggus could give him ok value, if you hold a dragon... if your opponent does not run any of these, he is even more useless.

Yeah, well, you are wrong about that part. Not every deck can fit that in. For example, what am I supposed to do as a Rogue? Should I put in assasinates that cost 5 or would I rather pay 2 more mana to get an 8/4 body to go along with it? Would you rather run naturalise as a druid, I mean, I think naturalise is an underrated card, but id rather not give my opponent 2 extra cards if I can help it. Even like Warlock has to pay 6 mana for his hard removal and gets just a meagre 3 point heal, I believe Syphon soul is even played in some handlocks still. So no, not every deck has super efficient hard removal available to it and that is what rend offers these archetypes, for a good price too.

So, in most matchups (Zoo, Hunter even mechmage to an extent) he will be sitting in your hand staring at you. Even if you kill Dr.Boom with him, you just wasted 7 mana to a body that probably dies to Boombots.
In a nutshell, he can be counted as a removal as easily as Divine Favor can be counted as card draw in control Paladin. It works once a week.

Because Big Game Hunter does it for 3. No Dragons attached.
But BGH wont take out scary guys like Kel'Thuzad, Ysera, Chromaggus, which are hard to remove, and have to be removed asap, or they'll get massive value. Because of Dr. Balanced people look for big creatures with less than 7 attack, which are countered by Rend Blackhand. If the meta has enough of those big bad boys, and my deck happens to have a dragon or two, I'd much rather play a 7 mana 8/4 and remove a creature, than play sth like a Polymorph to remove said creature for 6 mana, although theese are pretty specific environmental requirements
Check the games that you see Kel'Thuzad, Ysera, Chromaggus and the other scary guys, and check the games that you face Dr.Boom. Also, if you happen to have a Big Game hunter in hand against a Hunter, you can throw him in the board for 3. Blackhand is useless against aggressive strategy, and potentially useful against rare occasions.
Don't compare those two cards.

I would count sap as removal, it is probably the very best tempo card in the game. Sap is the reason rogues usually do not run those "destroy" spells.
