While that's currently true, blizzards hunter design in BRM is clearly trying to encourage Hunters to unload their hands. Blizzard seems to be trying to promote a braindead playstyle where making inefficient plays with KC and UTH might be made up for with "empty hand" bonuses. These new face decks might even just stop running cards like UTH if they are deemed too difficult to "unload". Whether this style is actually better than the current styles is yet to be seen however...
People who think that you actually need to draw a card in order for this to be good are fucking retarded, stop and take into consideration that Zombie Chow is Public Enemy #1 vs Face Hunters and now all of a sudden you have a way to kill it plus you get insane value if you top deck it for 3 damage and get to dig a card further down.
MAYBE you would run one of them in face hunter. But I don't really see it as a great card, good for sure but not great.
I think that everyone mistakenly views this as a Face Hunter card. This card doesn't fit well there. However, it is exactly what Control Hunter needs to become competitive.
I think I understand blizzard's thinking with this and core rager, they're not giving hunters draw so much as they're allowing control hunters to end games quickly if they're running out of cards.
It's multi-purpose.
Rather than run out of cards and choke to death at least they have a fighting change of winning, even though they might be starved of cards.
This is a facehunter card, you use it either as another damage burst for decent mana or combo it with other bursts so you can burn your hand and draw the last card needed for that last little bit of health.
Though it is perfectly good in other types of hunters deck because of the three damage, most of the time you'll have high mana minions sitting in your hand so you don't get the card draw.
At first glance it feels like Blizzard is encouraging more face-Hunter, but you can't run both this and Core Rager. It's either or because having both in hand loses you value and you can get a hand full of cards that don't work optimally unless it's the last one. Plus, face-Hunter is pretty reluctant to drop minions for spells. A Hunter with no board control by turn 3 is a dead one if it's aggro, and adding more spells or a heavier minion to increase your odds of a bad hand make it a more inconsistent deck type.
Plus, encouraging Hunter to have an empty hand means once the hand is dumped and you take out some 1-health garbage and use the only hard-removal you'll need on the rager, it's top-deck mode and you can take control of the board.

Great that people only see aggro hunter when looking at this card. I think swapping arcane shot with this in my Control Hunter will be perfect.
