A bit overcosted too me, of course if you "calculate" the number of minions by the effect it will not sound overcosted, but you cannot forget this is a hunter card.

Overcosted and "not cheap enough for hunter" are not the same thing. This card is in fact undercosted.
You can try and play a control game with weapons, secrets and defensive tools and then on turn 8 you can summon 14/20 on your Unseal the Vault using this card and Revenge of the Wild.
Many think it is slow for Hunter which might be true, but if anything Unleash the Beast sees a lot of play, this just has a different application in a different deck, like you don't run this in a Zul'jin deck.

It's is. It's math it can't be changed. This card is worth exactly 7 Mana. Formula for minion stats is (Attack+Health-1)/2=Mana spend on stats. Note that 0.5 Values can be rounded either down (Upgradeable Framebot) or down (Am'gam Rager).
1/1 is worth 0.5 Mana
7x0.5=3.5
Rush's value varies but on "good" cards it is worth 0.5 Mana (Average is 0.9 I think).
7x0.5=3.5
3.5+3.5=7
Therefore this card is strong at 6 Mana and overall quite good....

While it won't be meta, I look forward to hitting somebody with Swarm of Locusts + Revenge of the Wild after playing a Scavenging Hyena. !0-mana to deal 12 damage to enemy minions and summon a 26/14 would be hilarious against decks that don't run targeted removal.

If you cast this on turn 8 (or later) and complete the quest by doing so, you can immediately give them all +2 attack.
I think it's worth exploring.
Regardless of quest, you can almost guarantee a lovely hyena in the late game even if your opponent isn't cooperating.

not a card you want to run in zuljin decks due to it taking up board space. Im sure it will find something beyond the forced synergy with the quest

7/7 for 6 with rush that can be spread out. 12/6 with Timber Wolf. Its not bad.
