Something that I haven't heard said about this card is that if you draw a 2-mana minion then you can just play it immediately. So although that's not a great outcome, you haven't lost anything really - 2 drop for 2 mana.
So its only 1 drops that really screw over this card and they're not too numerous. Obviously anything above 2-mana is a pretty good outcome.
I really like the card.
15% of the card pools are 1-drops. That's still significant.
But I think it's a decent Arena Card, because the randomness of the outcome won't matter so much in a per se already randomized draft. It will pull Legendaries disproportionately, as well, since every card should have equal chances of being drawn.
there is actually 32 minions cost 0-1 at the moment, which is roughly about 12.45%. on the other hand, 176 minions costs 3+ in the game at the moment, that's 68.48% of the total. so yeah, more than half of the time, you should be getting a card which will have value worth the cost you spend, even for bad cards such as ancient mage or dark scale healer.

And there are 86 2-drop minions. I don't see drawing a 2-drop as much of a downside. It's strictly worse than drawing a 3-drop, but you still pay 2 mana for a 2-drop, so its kind of a neutral outcome. So 12.5% bad, 19% neutral, 68.5% good. And some of that 68.5% are REALLY good. I'll take those odds.
sorry, got an error just now, accidentally included weapon. the number for 0-1, 2, and 3+ should be 31, 47, 166 out of 244. in other words, 12.70%, 19.26% and 68.03%.
but yeah, the odd still looks good, especially in arena.
Well in my opinion, with the odds being favorable of drawing a 3 mana minion (or higher), its almost like Druids using Invervate or Wild Growth to ramp into casting a higher cost minion. I mean "Coining" out a Harvest Golem or Demolisher or Shade of Naxaramas first turn is not bad at all. And we aren't even sure if the pool of minions it is pulling from is just Neutral minions or it includes all minions like other class specific minions. Imagine a first turn 6/6 Edwin Van Cleef.
Until we see what card pool it is pulling creatures from, we will not know how good (or bad) this card is. So far I'm liking it.
With all of the new minions from GvG, it is an over 70% chance that unstable portal draws into a minion that costs 3 or more mana, giving full value.
I'm just having a difficult time understanding why some people actually think that this card is bad. I think that it is crazy OP, and a 100% auto-include in all mage decks. The ability to play a dark cultist turn 2 (or turn 1 with coin) or having a 6 mana Jaraxxus/Mal'G in your hand? Astounding. 4 mana Ancient of Lore? Count me in. This card is going to get its full value 3 mana reduction for 2 MORE OFTEN THAN NOT.
I fully expect unstable portal to be the Sludge Belcher of GvG, unappreciated at first, until everyone suddenly realizes how much value it actually is and runs it in every single mage deck they make.
It is a FUN card, that's all it is. I like cards like this, and I like it is for mage, and not only priests get the fun and unpredictable ones. It's a gamble, but it is actually a cheap one and one that is slightly in your favor, since you get card for card, one that is going to be cheaper by more than what you've payed and one that is likely to get the full benefit of the discount. I will definitely put it in my mage deck.
But of course most people will ignore it, since there are better ones for most decks (even if they are more boring).
Used this card 6 times, pulled Tirion twice and Jaraxus once...my favourite card. Had a game where turn 2 Unstable Portal -> turn 3 Duplicate -> Turn 5 Tirion -> Turn 8 Tirion -> Turn 9 Tirion Tirion new mage class legendary confirmed?
I have played this card multiple times and have had it played against me. When it was played against me i was sure to track the hand of the opponent to see where the card was until it was played. In total i saw it played around 30 times, here are the result in a fancy pie-chart!
There general consensus here is that 45% of the time you are getting minimal value out of this card, and 55% of the time you are getting excellent value out of it, meaning you are getting 4-7+ drops not the 1-3 mana drops. The sample is small but still a good representation of how this card works without just taking every card and deducing the %s.
You don't have to track where the card is, when it is played it is specified that it is from unstable portal. Also it will cost less then it normally would.

3 is already full avlue so in your pie it is 1/3 of the time less value and the rest pure value!!!
Just to provide some real examples from my 10 trials with the card. The following are the cards I got and their impact on the game.
1) Millhouse Manastorm....yes really, of all the cards I could get first I get this guy. FML
2) Felguard. Was somewhat helpful.
3) Abomination. Decent
4) King of Beasts. Did very little for me given the lack of beasts.
5) Hobgoblin. Turned out to be clutch as he gave mu undertaker a nice pump that swung the board.
6) The Murloc guy that is a 2/1 and makes a 1/1. Awful
7) Senjin Shieldmasta. 1 Mana shieldmaster is fine with me!
8) Sylvannas Windrunner. THIS GAME WAS AWESOME JUST OFF THE BACK OF THIS CARD.
9) Haunted Creeper. Ick
10) Goblin Mekkatorque (sp?).This would have been awesome except his amazing invention turned him (my 6/6 for 3) into a freaking chicken despite their being two other perfectly good chicken targets across from me....I went from winning big to losing hard in one turn.
Overall I'd say it was better than not. Also, it's just too much fun not to play as a one of.
i absolutely love this card. It's like a thoughsteal/far sight for the entire card collection. I pulled a summoning portal and the control warrior decided to ignore it (i dont know why) and it carried me through the game.
Pulled Grommash with this thing this morning against a Druid turn 2, just used it as removal tho it was really tempting to try and save it for a finisher lol

Potential tempo loss on early turns if you pull a high value minion you can't play.
Definitely a decent arena card if played in the mid or late game.
Card is awful. Amazing to see anyone say anything positive about it other than "it's fun".
Nothing wrong with having cards like this, it just bothers me to see people say trash cards such as this "has potential".
if cho worked that way i would prefer infinite frostbolts, arcane missiles, ice lances...

It is an incredibly powerful card when you just need a (big) body and can quickly be a game changer.

You neither gain nor lose value for getting a 2 drop.
So you lose value for 10.6%, neither 19.8%, gain 69.6% of the time.

Love this card. Had a game winning 6 mana Jaraxxus.
Last game.
Turn 1 - worm, coin, mirror image
Turn 2 - portal, received Nat Pagal - played that.
Turn 3 - played counter spell, worm now at 5/2, shields up, Nat fishing...
Oposing Warlock burns Hellfire... Into my counter spell... Rage quits :))))
This card is an absolute mistake and shouldn't even exist.
