On top of that Dread Corsair will now most likely cost mana to play rather than playing the reaper and getting a free 3/3 taunt.
I don't think this is a solution, Arcanite Reaper has never been a problematic card until pirates. Something has to be done about weapons hitting face in general. Moving it to wild doesn't help the matter.

First, think about Arcanite Reaper from the start of this game and the current situation of game. Arcanite Reaper has never been seriously used before MSoG. Just, Aggro Warrior decks used this. Same for Upgrade! and Dread Corsair.
Current problem is power of the tags. Drakonid Operative, Small-Time Buccaneer, Bloodsail Cultist etc. They have really strong effect with tag synergy. If STB had not been a Pirate, previous version of that card would not be OP. Same for Dr. Op, if it had not been a Dragon, it would not be OP.
Arcanite Reaper isn't so strong in a vaccum. You said it yourself: "No control warrior would ever run this over Gorehowl". It's only strong in the Pirate Warrior deck currently and even there it's not really the card that is the problem... so no, Arcanite Reaper can stay in Standard. The Hall of Fame is for versatile cards that get played in many decks and are seen over and over again. It's not just a place where you put cards to "nerf" a strong standard deck...
Yes, because they didn't put Ice Lance there coz of freeze mage (minimal usage in some tempo decks) or Conceal coz of miracle? (PO is another card but it atleast had uses in most warlock decks.
But to topic, Blizz decided that instead of nerfing Doomhammer they nerfed rockbiter weapon so I'd expect them to rather nerf something else over nerfing Arcanite Reaper, I'd enjoy to see the card move to Hall of Fame but don't think its necessary. So far the new expansion has offered solutions vs pirate / aggro decks so I don't see them nerfing the Reaper.
The problem with warriors classic and basic set is the existance of so much direct damadge Kor'kron Elite, Heroic Strike and Mortal Strike. With a bit support of pirates or in the past the dragons, this combination is dangerous and limits design space for aggressive warrior cards because there is not much missing to become a face festival.
No. The entire way weapons work needs to be changed. Weapons should work as minions do with the added benefit of requiring special removal to taken off the board as they are now. Basically, weapons need a form of sleeping sickness. Some weapons like Gorehowl or Fool's Bane, Rogue's Hero Power are fine as they are, obviously they should remain the same. So give them the keyword charge. I think that is all that needs to be done really. Weapons that are common or plain like Reaper and Axe have sleeping sickness, special or key weapons like Ashbringer have charge.
there are currently 4 hate cards against weapons in the game, 2 of which unconditionally destroy them and 2 that deal 1 durability damage, which is often enough to destroy the weapon. next up, Reaper is just the right cost to allow Harrison to be played against it. so, the tech aspect of weapon removal is well covered. aside from being weak to tech, weapons cannot avoid taunts; another defensive resources.
the far bigger problem is Fiery War Axe, a powerhouse of a card that limits up to three-four turns of play from your opponent, as many 3 and 4 drops have 3 health, allowing FWA to just break most creatures that you can play in your deck. when you think about it, playing Ooze against FWA is kinda pointless; for 2 mana the axe probably already hit something, and for 2 mana you remove it from the game. so... it was kinda like a frostbolt already, with the negligible health loss.
War Axe is the way worse offender, and weapons in general could use a rework of a sort. Rotating things to wild is the lazy man's way of dealing with the problem later (as I'm sure that eventually every player will meet a time where he/she wants to play Wild decks or finds Standard to be particularly horrible in current state)

Is this going to be a thing now? Every classic card that's used against us is going to have a call for rotation? The card is absolutely fine, it's weaker than Death's Bite was and nobody was calling for that to get rotated out early. The problem is Pirates in general and we're clearly getting solutions to that in Un'goro.

As for everyone else's opinions, I do agree that cards like STB are probably more problematic when facing a pirate warrior, and that un'goro will bring plenty of solutions without introducing more mindless aggro cards (hopefully). Personally I just feel like the reaper is one of the least fun things to play against since there's so little you can do to stop it other than running one of four very specific cards. Maybe my judgement is just clouded by my personal resentment of the card itself :p

Arcanite Reaper has medium-speed and easy to counter with Acidic Swamp Ooze, Bloodsail Corsair, Harrison Jones etc.
