I'm kinda beginner, i have a couple of legendary cards, including golden version of Twin Emperor Vek'lor and i have crafted Ragnaros the Firelord. I'm missing a lot of good epics and rares. I don't really play C'Thun decks because i find them boring, especially now when there is the new expansion. (I play a lot of Shaman)
My question here is: should i dust the emperors and get 1600 dust to craft those basic epic cards. I really want Earth Elemental and Elemental Destruction
If you do not play C'thun you should dust the Twins. I do not recommend crafting those epics from it though because eventually you will get them from packs. Get a legendary that is vital instead.
If you like Shaman, you could always try Evolve Shaman. You don't have to include C'Thun to get the value from Twin Emperor Vek'lor. For even more fun, try to combo it with Brann Bronzebeard to get 3 8 mana minions.
Control Shaman is an extremely expensive archtype to play requiring multiple legendaries and epics. Unless you're willing to wait a while or drop some serious cash to boost your collection I'd say you're better off waiting or at least dusting for another deck type. In any case I'd still wait because the meta isn't settled right now. I'd wait at minimum 2 weeks, idealing a month to see where the meta settles at.
twin emperor might totally be viable at some point since it is a really powerful card and who knows if c'thun will come back. I personally find that c'thun is really cool as an archetype to add to other decks, kinda like c'thun warrior is just a control deck that happens to have some c'thun cards because they are insanely powerful, but instead with things like mill rogue. if you ever have all the cards to play mill rogue, try it but with some c'thun stuff in there. in the meantime I say keep it, just because there is a small chance it gets nerfed in the future, or is insanely powerful in some deck that people want nerfed but never gets nerfed.

First thing I would suggest to a beginner is never dust any of your cards because you will be punished for such behavior by bad exchange rates.
1) Unless Hearthstone is nerfing your card then please Do disenchant your cards that is the only safe time to dust your cards.
2) Unless you have more than the number of cards you can actually play: more than 2 for the majority of cards or more than 1 for a legendary (note I am actually waiting for a nerf and am sitting on multiple stacks of duplicates from the latest expansion)
Second thing I would suggest is to use the innkeeper app and upload your collection to hearthpwn. This makes creating webdecks super easy via the "import Hearthpwn decks" button. Also, innkeeper tracks your cards during a game. Besides you are going to be told on this very forum that you need to upload your collection for everybody to see.
Third thing I would suggest is to do a google search on the most powerful legendaries in the game. Reddit and PC Gamer both have really good articles on the most powerful legendaries in the game. Spoiler: They will say craft Ragnaros the Firelord and Sylvanas Windrunner. Keep in mind that the most powerful legendaries doesn't mean that these legendaries should be crafted in this order. What kind of decks do you want to play? What legendaries are in those decks? Strong neutral evergreen classic cards are always a safe way to go when crafting cards but that doesn't mean you should.
The best use of your gold is to secure your right to buying adventures that are still available by buying the 1st wing of them. Blackrock Mountain and The League of Explorers are going to be removed in six months or much sooner. Don't get caught without them. These adventures are the best way to build up your options while playing this game with a budget.

Veklor's a fine card, you don't need to have c'thun to play it, two disciples which have a really good battlecry and maybe brann to make it more reliable are more than enough for you to utilize it as a very good T7.

Here is my advice. Don't prioritize buying packs of cards or playing arena or even crafting cards. Acquire all the adventures and do every wing.
Your 1st priority should be buying the 1st wing of Black Rock Mountain for in game currency of 700 gold then
second priority should be to buy the first wing of League of Explorers for 700 gold then
After this you have room to breath a little... and you have a choice to make. Do you buy The Grand Tournment packs until you have nearly 100% of the commons before it gets kicked out of standard or do you focus on completing all the adventures including One Night in Karazhan.
The fact is if you want to widen your options for decks to play, this is the cheapest and fastest way to go. Buying the first wing of each adventure allows you to go back and purchase the rest of the wings even once they are gone from standard.

It's not worth it, I'd stick with Emperor. Control shaman may be good against some decks, but I'm not entirely sure if it's better than midrange.
Play Control Shaman without Hallazeal is worthless. He is almost the win condition of this deck (I am assuming you do not have him also).
IMO while you are a beginner in HS, I always see value in waiting. The golden rares and epics may appear from MSoG in near future which you can dust.
Twin Emperor Vek'lor is very important in C'thun decks. But consider Brann Bronzebeard will be out soon.
For shaman Thing from Below can do pretty good and maybe you dont even need Earth Elemental.
You may focus on just Elemental Destruction maybe.

A golden one and you don't like C'thun decks ? Dust it, man. But don't craft rares and epic, better craft some staple legendary like Sylvanas f.i.
