Captain's Parrot needs a buff, espeically when comparing directly to Webspinner. We have a 1/1 for 2 that puts a pirate from your deck in your hand, compared to a 1/1 for one that puts any beast in your hand, the latter being a much better card, in my opinion.

No decent pirates?? Bloodsail Raider is in every single Rogue deck that I've ever made.

If a single pirate existed that could be more combo oriented, or a handful of more useful utility pirates, the parrot could be good.
For example, a reasonably costed pirate that granted windfury to your weapon would make parrot playable.
In what universe is the parrot a more powerful Novice Engineer? Same cost same stats but is can only give you minion cards if you have any in your deck, and if you got it from webspinner good luck because the only minion classification in the game might as well be beast. Dragon, Pirate, and Demon are half-baked at best if baked at all.
Dread Corsair I feel people underestimate how strong these become when combo'd with Captain's Parrot. If you can field a 4 power weapon then you'r paying 2 mana for a 1/1 and a 3/3 taunter. Assembling the cards for the combo isnt as hard as it seems either as the parrots thin your topdeck.
Run a Pally or warrior with this splash and control the board early, then unleash pirate and weapon burst damage midgame. If you can dodge major board clears then your opponent rarely survives to turn ten. I have found pally's are better suited for this right now but Death's Bite might open it up for warrior. Edit: Warriors have access to Warsong Commander so burst combo with Dread Corsair is tempting but debatable.
The Pirate's might not seem that strong and honestly they aren't spectacular, but if used right they can be quite effective.
Rather than change Captain's Parrot I'm more for the idea of making one or two more pirates to increase it's value. This I feel is unlikely though because they'd have to tiptoe around the soul bound nature of the parrot.
The WRONG way to look at Captain's Parrot is to look at it in every deck. It's just another way to thin out your deck IF you have the cards in there that you want. People play Novice Engineer to draw any card, but in reality you are searching for specific cards. Say you had a card that always ensured that you drew your 3/3 taunt. Wouldn't you prefer that to something that has a 1/30 chance of drawing it.
(Yeah, I know that it's probably like 1/25 or something by turn 2)

its better for the same reason Sense Demons is better than Arcane Intellect.
The reason is pretty simple; the only thing better than card draw is card draw where you know what you will get ahead of time.
To truly understand this reasoning, please search for MTG and have a look at "tutors"

If you've never played a card game other than HS, it's easy not to understand why a card like this could be good, even too good in some instances, but that's because the cardpool in HS is <400, and there are only 6 cards that the effect of "Captain's Parrot" applies to.
Parrot leaves a body on the field, so there's no tempo loss, and give's you the card immediately, whereas Vampiric Tutor is so much of a tempo loss that it wouldn't even be considered for play in HS, especially if it could only search for six potential cards. The only real difference is the size of the cardpool.
I'd like it if it generated a token pirate when you have no pirates in your deck. That would be a tiny buff without changing the wording of the card, and it would bring it into line with similar effects like Shadow of Nothing and Worthless Imp.
Well, in the case of Shadow of Nothing, it dies at the end of turn, so in almost every situation it is worthless, but Worthless Implike effect would be good.
It's only as good as the pirates are in your deck.
Considering how bad pirates are it's not good.The best uses of this card would be
Get Corsair for a taunt (with a weapon up already). This would require a weapon in play and having the parrot just to pluck the corsair (weak at best).
Get Greenskin and buff your weapon
Get Bloodsail Raider for a finisher
None of these combos are game breaking and only 1 of them has straight out game winning potential (the Raider). This is why the card is considered bad. Regardless of the fact that it is a tutor. It's a very limited tutor that has no real way of consistently abusing it. It's almost a dead card without a weapon in play!
Parrot is requiring that you run 2 cards in your deck (and even have 1 on the field). That is just not efficient when you have very little deck real estate. Especially in the 2 slot. There are just so many better cards in the 2 slot.
I would definitely think it warrants a buff after the release of webspinner. There little to no reason to have it in the game, let alone after you get it from webspinner (awful feels).
I say give him a patch on his eye and call him a pirate! Then at least there is a little more pirate synergy! And if it pulls its companion from the deck you can Cawblade it up when you equip a weapon! CAW CAW CAW CAWBLADE!!!!!
I understand many of the arguments that people are making for Captain's Parrot, yet I think it is rather ironic that a majority of hearthstone players don't even have access to the card. Until a month or two ago, I was unaware the card was in the game due to the conditions to acquire it (Obtaining at least one of every "pirate" type in the game). Webspinner "fails" have definitely increased its popularity of its card in more of a negative way. I personally see the "Pirate" Arch type as less feasible form of the "Murloc" Arch type. Blizzard added them to the game for the "cutesy" and individualistic value; something I can't personally complain about at all because it gives much more flavor to the game. Murlocs became popular in many decks in the past because they were a pseudo-effective aggro based deck that varied on the class cards the game offered. Since the "Pirate" based Arch type is based on weapons, less than half the classes in the game can use the card types and acquire any value. I don't feel like any changes will be coming towards this card in particular because; in reality they are somewhat hard to obtain and the Arch type has little impact on the game. However, since this Arch type has been around since the Beta version of the game I believe Pirate based decks will have promise in the game once further expansions and cards are released. Since they've been around since the beginning you know developers have been thinkin' of dem pirates =)
The Pirates just don't feel tribal enough yet. We need more pirates that buff pirates. Something like, give bonus attack to all pirates equal to your weapon's attack.

I actually really like the idea of the Pirate cards (synergy with weapons), but the archetype as a whole doesn't have enough good cards to make it really good. As it stands now, when compared to Beasts or Murlocs though, the Pirates are just bad.
The only way it actually works decently is in a secrets hunter deck with greenskin as your only pirate to buff your bow. Though it sucks if you should draw greenskin before the parrot!

I wouldn't be opposed to the parrot getting a minor buff from 1/1 to 1/2.

the parrot should either be 1 mana or be a 2/2, getting a 2 mana 1/1 from a webspinner is very annoying lol its like a 2 mana wisp >.<

If you look at a game with a more varied cardpool, you'll see that things like http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=383145 (Vampiric Tutor) in MTG, which are considerably worse than Captain's Parrot, is banned in just about every format.
