No, a few different sets. One set had 35 packs. Another 21, and then more randomness with classics and some others. I’ve opened mixed packs before with my kids and we’ve never gotten past 40 without a legendary (we’ve hit 40 twice), and that includes a running count of the previous time we’ve opened. My kids love to open them when they are all together, which is why the mixed sets stack up like that.
Ya that timer is for each set. Sorry dude, sounds like a perfect storm. I just open a legendary after about 38 KaC packs (about a months worth for me- even with the fee packs handed out in the last few weeks). I had been waiting and waiting for this last one. Now I’m going into save mode for the next expansion... got 10-11 weeks, time to grind.

You added nothing to Blizzard or its community of players which means you are riding the bus for free yet you still have demands and expect some things from the game. The next expansion have been made from money other people made Blizzard and not your money. You can still enjoy the Free2Play game for free. Just know that you are not a paying customer.

There is literally hundreds of threads on this forum where people track their pack openings. Also everybody calls it pity timer so your "guaranteed legendary" wisdom is pure bs.
Sounds like terrible luck. I just returned after a few months off and had a few "welcome back" quests with pack rewards (12 in total). Of those, I pulled 3 legendaries (DK Andy, Cenarius, and Geosculpter Yip). It's depressing how I can open 50 packs from a pre-order set and maybe manage to find 1-2 legendaries. Does wonders for the morale.
I'm pretty sure I used up all my accrued in-game luck though so... here's to another dry spell! Yaaay /s

It's nothing new that Blizzard doesn't confirm it. But it was there the last two years, no one has posted a proven 41+ run over a specific set, all instances were guys opening packs from different sets. If you can, go ahead, maybe Blizzard has changed it in 2018 (I doubt it).
In reality I have had the same issue, I overpassed the 40 packs without legendary. I wrote an email to Blizzard, and Blizzard told me that the pity timer is not existing. Blizzard told me that only in the first 10 packs after an expansion release we have for sure a legendary. Ticket number ad Gm name are censured.

Some companies like EA do trigger better pack luck and in game rng or more favoured match making for those that are regular paying customers. It was actually revealed in one of their approved patents. Idk about Blizzard but i do know that playing f2p has its own rewards and at the end a players skill will always dictate ones achievements throughout the game's seasons even with all the RNG.

I ran out of gold at 125 packs, and that was it. Four damn legendaries 125 packs, hit the pit timer 3 times. It's almost the worst possible luck, like one in many thousands bad.
I've been having pretty bad luck lately too... 15 packs since I've even seen an Epic... One of the 15 packs had 2 Rare, and they were both Murmuring Elemental :( ... They were all purchased with gold, and I don't spend too much, so I don't have high expectations. SOOO many doubles in the same pack it seems though, which doesn't really matter since it all turns to dust anyways.

So never hit 40 yet. I did get the 2000 dust compensation on US and Asia servers but that didn't make me go above 40.
