I'm also disregarding cards such as Webspinner and Unstable Portal as the random element is too big.
Well, this is definitely a counterable meta, but there is potential to try to push certain strategies. Always going first for example makes something like Soulfire, now that is costs 1, less good than it was when it costs 0, that was about the fastest possible kill before, but now its clearly much more vulnerable. If you're racing I feel like Paladin with 30 Seal of Light would both deal damage and constantly keep you alive. It would counter a number of strategies, but not all of them. Something like 30 wisp pally could be good, you get to start with 5 wisps and a 1 you'll be able to deal 6 damage and trade for other peoples minion strats, but you won't kill til turn 5 at best. 30 Arcane Missile mage would also counter just about any minion based strats, but it doesn't kill as fast as Mindblast or even the nerf Soulfire.

With 30 Mind Blasts, you could beat someone by turn 5 (as long as no healing)
Not unbeatable obviously, but it's a start.
No prefect RNG is a pretty big restriction since card draw is a massive factor.
It would loose to 30 Whirling Zap-o-matic that would kill you on turn 4, assuming the opponent goes second, has the coin and uses it on turn 1 to summon the first Whirling Zap-o-matic
Maybe 30 Soulfire would be better, you can still win on turn 5 if you go full face, but you will need to tap on turn 4 which can make you slightly more vulnerable. However you would have more flexibility than with Mind Blast because you could defend yourself against 30 Whirling Zap-o-matic
Actually, is the going 2nd whirling zap-o deck even beatable?

Well i'm not quite sure how many taps you would need to do against 30 zapomatics
However if you don't need to deal with the board you would go: (1 tap on turn 4, 1 on turn 5)
Turn 1: 4 soulfires in hand, use 1, discard 1 --> 2 SF left, opponent at 26 life
Turn 2: 3 SF in hand, use 2, discard 1 --> 0 SF left , opponent at 18 life
Turn 3: 1 SF in hand, use 1, discard 0 --> 0 SF left opponent at 14 life (i think here it would be useless to tap because you can't use the soulfire right away, and if you keep it in your hand you will have to discard it the next turn)
Turn 4: 1 SF in hand, use 1, tap, use 1 --> 0 SF left, opponent at 6 life
Turn 5: 1 SF in hand, use 1, tap, use 1 --> 0 SF left, opponent is dead (this tap doesn't really matter because you have lethal, unless your opponent managed to get you to 2 HP)
I think Lightwells will also counter this. Once three Lightwells are out, you will not be able to deal enough damage and die to fatigue.
If you play for fatigue the player going second is generally at a disadvantage, but in general hard minion based strats will beat most life game or ice block style set ups, except maybe a 30 Light of the Naruu deck, which would be able to allow itself to dip low, but then not only gain back life, but gain minions with every increasing damage. But again, other classes minion based strats could counter this based on the minion or actual class they are playing.

First: Turn 1 pass turn 2 warper turn 3 dump 5 warpers, hero power (0-2dmg) atk for 2 turn 4 warper, atk for 12 hero power (14-18 total) t5 atk for 14 hpower (28-34 total) (lethal for druid and hunter) t6 lethal even with defensive hpower
Second: t1 coin warper t2 warper x6, atk 2 t3 hero power (0-2dmg) atk for 14 (16-18 total) t4 hero power atk for 14 (28-32 total) (lethal for druid and hunter) t5 lethal even with defensive hpower
I don't think there is anything that is completely unbeatable is the issue, every deck can be countered in some way, each class is different and there is something everyone can do to counter something else a different class can do. I do think a minions strat would probably prove to be the most stable, but it would lose to the hard spell rush options can beat them, and again going first or second makes a huge difference also.

I used to vouch for 30 Ice Blocks, but obviously that doesn't work against, say, warrior, and now Kezan Mystic makes that less beatable.

I think Zamper was on the right track here.
Let's say you have like 4 Gadgetzan Auctioneers and 2 Force of Nature + 2 Savage Roar combo. Let's have 3 Wraths for card draw, and maybe one Nourish. That leaves 18 Innervates. If you mulligan hard for Gadgetzan Auctioneer you should be able to get him by turn 4 at least 50% of the time, and then (unless you have 0-1 Innervate / opponents have Shield Block or Ice Block), you should win with double-combo (40 dmg).
I use turn 4 as the baseline since that's what the Mind Blast and Whirling Zap-o-matic decks win by. You can also add Kezan Mystic to counter the 30 Ice Block decks if needed.

What about 30 Deadly Poisons? I don't have the time to calculate but that seems pretty strong (of course there is an obivous counter regarding taunts)
The unbeatable one :
Gadgetzan Auctioneer + tons of Innervate + double combo to finish the game on your T1 if perfect.
I added Loatheb to set up the win on T2, also Wrath and Nourish to prevent getting out of steam if you get to mutch no Innervate cards...
