Could definitely work, but I feel like it'd run out of resources really quick with only Inara, Nimbus and Cagematch... and not really sold on the Earth Elemental either, maybe there's a better card draw option to be added in its place?
Th earth elemental seems indeed a bit too greedy but imagine cheating it out on turn 4.
Concerning card draw that is exactly the problem elemental shaman will have I'm afraid because there is no synergistic card draw mechanics unfortunately.
I think there's definitely something here. But I think you need some more spells.
Maybe Guidance could be an alternate turn 1 play if you don't find the Kindling Elemental? This would also net you some more resources for later.
I might take out the Fantastic Firebirds since you already have 4 other 4-drops. And if you do that, the Mistrunners could also go for the same reason, and not being elementals themselves. Could put another Devolving Missiles in there and something else to support.
Interesting but rockbiter without a weapon is not that useful. Even lightning bolt would be better. If you want it more spell oriented maybe throw in Fireheart instead of Inara?

Just my two cents here.
Guidance is underrated as shit. I run an elemental shaman deck in wild and guidance creates a lot of good options. You can casino four different spells from two spell slots. If you run Circus Amalgam it gives a lot of good synergy for totem, murloc, and dragon synergistic spells you get from it.
Funny to see how this thread has aged with Granite Forgeborn (and to a slightly lesser extent Canal Slogger) coming along and making Elemental Shaman a top-tier deck.

My very rough draft of a very similar deck concept looked like this:

A bit off topic, but Lilypad Lurker is a stupidly good card.
On topic, I would add some more spells to this in order to help power a few of the elementals. Guidance might be the way to go.
