Bolvar Fordragon is actually pretty good in arena. Above average if not downright solid. In arena, you can essentially treat Bolvar as a 5 cost Boulderfist which is pretty incredible. Also, his biggest weakness being silence is generally not nearly as readily available in arena. As others have pointed out, unless you're having a topdeck war with nothing on the board, building Bolvar over the course of a turn or 2 is not that difficult. If you can manage for him to come out as a 5+ atk minion, he's extremely impressive and that's not hard to do even if you don't draw him until later.
In constructed though? He's just not that good. There are so many comparable 5 drops that he simply doesn't stand out as that good of a card. Cards like Loatheb, Druid of the Claw, Doomguard, Spectral Knight are comparable if not superior. Even brand new cards such as Ogre Ninja and Druid of the Fang could be argued as better than Bolvar and most of these aren't even legendary, let alone class legendary. Even if you do manage to get the dream Bolvar out as a 27/7 or something, your opponent has the chance to answer him before you have a chance to utilize him. Silence wrecks him, or a single hard removal or a simple trade. In constructed, the only thing going for him is he's only 5 mana and if allowed to grow strong enough, demands an answer. You could pretty much say the same about Questing Adventurer too though and well, he's not very good in constructed either.
Either one of three things need to happen with Bolvar.
1) Make him unsilencible while he is dropped. Basically turning his buffed stats into buffed stats.
2) Make him a 2/8 instead of a 1/7. A 2/8 can still get work done.
3) Make him a 5/8 for 12 that costs one less for each minion that dies while he is in your hand.
first you need to have it in your hand for a few turn(unless you somehow have 5 minions trade on the turn), then probably spend most of your mana of the turn to play it, then hope it not to get silence, poly, hex, hunter's mark, sap, death, siphon soul etc, and after all this you can finally enjoy its effect and attack with it.
i think it's reasonable to expect more from a legendary, especially a class legendary. since legendary is supposed to be one of a kind and can only be used one per deck, it is usually the card that have immediate impact on the board, or provide a good value to the user. this card may provide a good value given in the right situation, 5+/7 for 5 mana sounds good value there is no denial, however, you also need to consider the amount of risk and set up this card require in order for it just to be worthwhile.
People are forgetting something. It is not just that he is vulnerable to silence. Every minion in the whole game is vulnerable to something. The problem with Bolvar is that he is vulnerable to literally everything. He even gets brought back as a 1/1 if revived with Redemption. He is the only card I know of who has that lame of an interaction. that scenario is literally "You took out bolvar well ha he now wastes my secret coming back as nothing of what I worked so hard with a dead card in my hand to make... LAME."
and remember that he sits as a dead card for so long he does nothing accept get taken out by silence-anything else. If I have another sit and wait card, like say Siphon Soul, then it sits in my hand dead for 3-4 turns, finally gets played, and destroys Rag, Ysera, or any other great card that would normally be hard to defeat even if you silenced them while simultaneously giving you 3 health back

he has weak base stats. he looks tough but he's just a lousy 1/7. making him 3/9 or 3/8 can solve some things. i'd like them to buff his stats because topdecking him feels so bad. it's such a shame that his unique ability isn't enough to actually make him playable. i really thought he would be a charge finisher for paladin coz the card art looks ready to hack and slash the heads of my opponents. sigh.

Bolvar is bad because he requires a lot of set up, is a dead topdeck, and it's detrimental to "waste" one of your cards in your hand when you could be holding something else for the worst class in the game who needs the most help. He's not bad because he is vulnerable to silence.

Paladin can survive for a loooong game, unless you're really unlucky you should be able to draw Bolvar and buff it a bit.

A big hand is usually related to reactionary cards like humility kodo etc, sometimes you want to draw something just to put it on the board (that's the reason why i still play 1 mountain giant in control pally).
Now like it or not the question is if the guy is worth crafting, in the end. I believe that's he's repleaceble with a naxx 5 drop without too much pain, and totally not worth 1600 dust one could otherwise invest in Troggzor the Earthinator (or even Tirion for those who still don't have it).
I don't think i would dust it if opened one from a booster, but is he worth crafting when you can play Spectral Knight in that slot? For me, it's not.
Although i must say that i'm super happy with the rest of the new cards (exception the 6/3 mech), and paladin definately will be viable on the ladder with both aggro and midrange styles. Bolvar can be good to someone's taste or bad for others, but the class overall finally had some cards in the right places.
I'm disappointed in him, but I'm not entirely ready to write him off without at least trying him. Paladin is also my main class, so I'd like to have the full set regardless.
The mechanics aren't even close. You've got to attack with Gurubashi a few times before he builds up his attack, or else combo him with a card or hero power that does damage. Bolvar comes into the game with his bonus already decided.
But, why do you think Bolvar should be the card that "won the game"? You can play him for good stats on curve, or save him for a finisher, or use him to draw out silence and removal.
I think most of the complaints see the fact that Bolvar was balanced at a 5-mana cost as a downside. It isn't. It's a huge advantage for paladins to have a legendary that doesn't compete for the same slots as TBK or Tirion or Ysera.
