My pick would be loatheb. I've gotten multiple golden heros with loatheb decks. He's neutral, versatile, and impactful.
2nd place might be Zilliax. Zilliax is Def the best card in standard still. Maybe bloodmage thalnos in third just due to his constant usage in any meta wild or standard

Be able to build a 29 cards agressive deck and still beat slow control decks with a single card when your main strategy fail is beyond anything else in this game history, other DK's are really strong too but hunter after get a lot of poison/lifesteal/rush beasts is the best.
Patches the Pirate is definitely still one of the best cards in the game.
Genn Greymane and Baku the Mooneater are, without a doubt, the two strongest cards in the game right now, though. They got hall of famed prematurely for a damn good reason, and still terrorize wild.
Sunkeeper Tarim is probably one of the most underrated top tier cards.
I think one of the best of all time was Azure Drake, back in it's time it was included in almost all decks. I don't think any other card in the history of the game that wasn't a Legend card has seen more play across a variety of classes and archetypes.
In term of raw power, N'zoth was one of the best card in the game. But if we speak about popularity, I guess Dr.Boom (the old one) have a huge impact in the meta for a long time.

I was just a noob back when the undertaker was in prenerf, don't remember it much
Reno is top 5-10 but his decks have kinda fallen off recently. Will always be relevant tho and there's always new combos being made with him
