You'd think so, but I think the fact that ALL plagues are unending means that, even if you do steamcleaner, the DK can simply add more plagues. In addition, Steamcleaner is clunky in tempo and generally detrimental to other control archetypes as we know them currently. 

This is ridiculous. They need to make it so that only the three she shuffles in are unending. This will be the most braindead control archtype if not addressed

What do you mean, addressed? It's not out yet. If it becomes OP, it will be addressed, but I think there is some pretty strong counterplay here, specifically in aggro and tempo decks. I also think this card punishes infinity draw Demon Hunter decks, which is something I think we can all get behind. It punishes a lot of the strong cared draw cards printed this set as well.

Ugh... that is something horrible... take that Demon Hunter ANY build... Not even joking.  Just the way that this is written and the plagues are... you are just asking to die playing DH against this card. 

So what does unending mean? It recurs every turn or the plague is reshuffled into the deck?

Yes, it's explained in Trump's video reveal (min ~6:05) and it works as you said: reshuffling into deck :)
