This can be played in one of two worlds. Either it is used alongside murlocs and Anchored Totem or Schooling in an aggro deck, or it is used to generate enough tokens to make Bioluminescence work. The card itself is fine, and the stats are exactly what you want for this type of effect, but the synergies need to be there for the card to see play.
Murlocs going value huh? :)
If it's a 1/1 with rush, this is mediocre. If it's just a 1/1 this is bad.
