Let's say there's two way of effectively nerfing it to a point of balance 1. Decrease the number of copies it made to two 2. Incremental cost for each of this spell you cast( the first cost 1, second cost 2, third cost 3......)
This card needs a base mana nerf. Make this card a 5 mana 3/3 and I'm fine with it.
The problem is not with it's discard-summon effect (which is admittedly powerful but (barely) justified). The true problem of it lies on the fact that you do not get punished at all by having this card in your deck, and people can simply play this card in mid game as a normal minion to add on to the insane tempo of discard decks.
I think Blizzard has become a bit over-cautious with Stealth after the MoD---Mal'Ganis Combo thing, though I do understand their hesitant with the idea of Stealth Synergy, since it's technically only counter-able by AoE, and AoE in this game does not comes with the effect of uncloaking enemy( which is something I really hope to see)
Elusive has never been an expensive ability, and it clearly shouldn't be one for a legendary minion. I would say this card will actually NOT be OP even if it costs 7 mana( compare it with Twin Emperor, and consider the merit that it will bring TBK back to the meta), and it definitely should be a 8-mana minion.
Blizzard must realise how serious the problem is with Cursed Blade's very existence. Yes we can wait till next year when Grand Tournament is out of standard, but soon when WoG is out of standard than all the shitty weapons are coming back and this card will be forever haunted by those.
Seriously.....NOBODY plays Cursed Blade.....could Blizzard just fxxking removed it from the game....it literally cost you the game...and that risk is not justifiable. I've seen my opponent and myself getting cursed blade out from it....and the probability just doesn't looks right...it's almost like the eternal marriage of Rag-Sylvanas or pre-nerf: Dr.Boom- draw BGH probability...
Harrison probably doesn't worth the dust, Rag is OK but sinceShadowcaster Rogue isn't quite there yet, and it's clearly not played in Shaman, I would say you can probably keep it waiting.
Cairne and Ysera are always a good choice, but again neither are played in Shaman and Rogue decks
Windlord.....nah....that card hasn't seen any play pre-and-post WoG....in theory the turn 9: Windlord double attack-evolve or turn 10+ rockbitter is a thing but......nah
The meta wasn't there for him when Call pet is still in the rotation(technically speaking before the standard/wild format exist), and now when Hunter is finally good Call pet is gone(alongside with Gahz'rilla)
So yea it's a super vanilla, bad card for now, and I can't imagine any future expansion(considering how insignificant Hunters are in the Lore) that's gonna make that statement false.

Must have anti-C-Thun/Slyvanas/Highmane tech card in non-sorcery classes (i.e. Paladin,warrior and druid)
One of the easy dust back pre-WoTOG is now the new BGH, not a single bit of regret crafting it for my new N'Zoth Pally and control warrior.

2. So the only spell worth is pretty much shadowflame for board clear, or maybe Siphon soul, Bane of Doom or Demonheart
3. 7 mana is a high-competition slot
4. It only works once and it must be This turn

My recommendation would be Leeroy Jenkins, orXaril, Poisoned Mind if you haven't got it yet.
