Keep Neptulon, because there are quite a few murloc decks for shaman right now. If you're not one of those Hearthstone celebrities like Trump or Kripparian then keep it, because it is a fun card and will help you a lot.
Should also mention that if your not as financially capable as Trump or Kripp, you will never get all the cards in the game, not to mention all the ones you want.

Depends on what do you actually do with those classes. I don't see how you fit boom into freezemage, but it's good in mechmage.
You might want Alextraza as freezemage, tho other two classes don't need it. Archmage is good in any mage. Tirion - except aggro. Velen is the most specific card here.
There is no single legendary that may fit perfectly in every deck. You can tho put Dr. Balance everywhere, but it's not the perfect card, just good.
You should probably DE, If you don't plan on going on full golden. It's legendary -> legendary, no value lost.
You don't keep golden legendaries unless it's one of your favourites, or you're working on a golden deck/collection. Get all the legendaries/good cards you actually need first before you start thinking about making them gold. :)
if you have Boom on turn 7, it's the best possible play you can get, mostly (except if your opponent has lethal or you have lethal).

Well it is simple for me, if you have already most cards, keep it.
If you miss important cards like Dr GG, then dust it and craft Dr GG :)
