I usually don't, since a lot of card rotates out that means there are a LOT of legendaries and epics to disenchant for dust to make new decks with, but I want to hear how you approach new rotations.
I am an old player who has enough cards to make fun/competitive decks in wild, so (almost) no disenchanting for me.
I'll look at the complete exp and decide if I wanna pay the small preorder-bundle (better value), nothing at all or the 10ish packs bundle that normally gets sold about a month into the new exp. I never bought the spuer mega big preorder bundle, although I regret not having Hamuul as a hero portrait. :<
I buy about 50 packs, you get your commons and rares. After that, you really get terrible value for your gold. Better to use dust to craft the epics and legs you want.
i buy packs at the beginning of a new reward track, around 100-120 packs at once. then for the rest of the reward track i save up all my gold for the next set and buy again 100-120 packs... that way i have a lot of cards and can build most decks, also when cards get nerfed i disenchant them and keep the dust in case there are cards i realy need to create for decks to reach legend with.

To live is to suffer, to survive is to find meaning in the suffer!
I usually buy 60-ish packs at the start of a set, and that along with all of the free packs from gold is enough to get almost every card in the long run, plus dust to get the ones I absolutely want. I don't like to disenchant playable copies.
When I was F2P I played a ton of arena instead, since it gives ridiculous amounts of gold and packs, if you're above average at it.
I preorder mostly the first expansion of the year (like the one currently) or when the expansion is really cool. So mostly 2 preoders every year for me. I never buy packs otherwise. My gold is for the mini sets and for new expansions if I dont preorder. Even with the "F2P method" I have around 5-6k gold to buy packs.

"... but not less than (1)" is needed now more than ever!
I have been playing some wild, mainly because I dont dust rotating cards. This time I should have 130-140 packs from the gold I saved from the paid rewards track. I will likely pay for it again as I end up with slightly more gold and a lot of other stuff for free.

i buy packs only with my gold, i dont have all the decks in the world, but i have what i like.
I buy packs with gold only and then disenchant all old cards when I need dust, except Legendaries, which I keep for collection purposes.

im not patient enough to wait. I always buy packs the minute expansion/rotation hits. But leaving myself ~500 gold to play arena/duels
At the end of the release, if the expansion is good I buy, otherwise no. I am skipping a lot of expansions. This will be another skip for me.

If you are in your first year of playing please read this post.
Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
