There's not really any pirate synergy in standard, is there? Might as well just be neutral minions.
What he said. There's no pirate tribe specific draw, no way to cheat anything and none of the pirates do anything that interesting. You could probably try a poison weapon deck but you'd be forcing pirates for much better cards.
A pirate rogue is impossible but maybe something can be done with warrior, he have 2 weapons costing only 1 mana and you can play the 2/2 give 2 damage on curve, plus the class have better pirates than rogue.
Will be a much worse deck than the rush but can be done, rogue don't have any chance.
The only really useful cards I can come up with are Ratchet Privateer (which I'm actually using in my Weapon Rogue), Fogsail Freebooter and Bloodsail Raider due to their Weapon Synergy, but the latter two suffer from the fact that their is no good 1 or 2 mana weapon for Rogues. And Weapon Rogue in general, especially a minion-heavy version, suffers from the fact that is has no access to a halfway decent AOE except Blademaster Samuro (why t f did they cut Blade Flurry from the core set?). So you'd have to go hyper aggressive, which will probably be easier done with stealth minions rather than pirates.
