I don't think this is a case of generosity. It just happens to be a single-player Tavern Brawl, and you can always complete quests in Tavern Brawl. It's unrelated to other single-player content as far as rewards go, and I don't see Blizzard making that leap.

I would love for Blizzard to allow quest completion from solo mode. It would mean I wouldn't have to deal with freaking Net Decking - Well Played - Emoters in Casual mode after I'm playing a deck made with 10 weapons trying to complete a quest!

I find it silly to speak of "generosity" if quests could or currently can be completed through single-player content. It is certainly because they did not bother to change a flag for tavern brawl, so it's more accidental that you can complete quests in the Blackrock Crash, but I think that's how it should be.
Maybe they are afraid that some people would ditch casual entirely and rather play single player to get their quests done, resulting in fewer players to be available for pvp matchmaking. I mean, you already have queue times around 60 seconds in Wild, but I find it difficult to believe that the same would happen to Standard by such a change. And even if, the developers should rather ask themselves why people would rather play against the AI than another player.
Generally though, I think players should be allowed to play the game however they want. Especially when Blizzard wants to make extra money with single-player content like Dalaran.

I'm sure you're right that it's a case of not changing a flag, but I doubt it was an accident. There's just no reason to stir up controversy by changing the rule that you can complete quests in Brawls.
But from Blizzard's perspective, there's also no reason to make it even easier to obtain gold by allowing quest completion in Solo Adventures. The reason people would rather complete quests against an AI is simple -- it's much, much, much easier to win, especially against the early bosses in a run.

Is there a possibility for this functionality to be in solo adventures as well?
Only 1 quest can be completed in simple solo adventures = 100 gold (win 5 games in any mode)

I have another account for completing daily quests and brawls, really helphul.
