I am all for common and rare filler cards. Not too many (cough Witchwood and Gadgetzan cough) but a bunch of them is fine.
What I really dislike is filler legendaries and epics like Harbinger Celestia and Gurubashi Offering. I'm not saying that all epics and legendaries need to be top tier. I am perfectly fine with Lorewalker ChoRecruiter even though the cards are terrible. Making expensive cards boringly weak on purpose is just cheap.
Start of Year: Provoke the failure of 3 expansions, force nerfs on otherwise balanced cards, bring deckbuilding to an all-time low and get rotated one year earlier for being such a threat to the game's health. - Genn and Baku's historical entry on the White Book of Shit Design, shortly before retiring unpunished
Pack fillers are awesome. I've just put together a Warrior deck that uses Overlords Whip, Dozing Marksman and Spiteful Smith amongst others to put some great little combos out on the board. My opponents are confused... I know they are....

Harbringer Celestia is such a waste of card art and play sounds. It's not even a meme card, it's just straight up terrible.
The murlock is far from a bad, pack filler card, it is just the murlocks are out of the meta for now, 4 manas 3/2 draw two minions is good enough if the deck get some support in next expansion.
@OP - you completely fail to realize that many of the cards you listed are great arena cards. Yes, arena is real, arena is great, and arena is way more fun than banging your head against the wall trying to grind ranks on ladder.
What you consider "pack filler" are actually cards that often have very good stand alone value but don't always synergize in constructed decks. After I'm done getting to rank 5 each month, I turn my focus too meme decks and arena. I assure you that those "pack filler" cards are actually quite fun and drafting decks (now that the bucket system is in place) in arena is where the real skill in this game lies.
I agree that legendary and tons is epic pack fillers are bullshit. Those are the ones you always get. So you waste a ton of dust on useful ones since the fillers are not that great.
that being said, I always keep the fillers. Some end up cool as hell down the road.

Filler cards are ok, unplayable garbage is not
