My first advice is to keep to one deck and really master it, read a lot of articles by Pro's on it and know all its ins and outs. Once you feel comfortable with your chosen deck you just play it, a lot. 5-legend, will take a shitload of games unless you are an amazing player.
The second thing to do is analyse your games, personally I use the hearthstone replay thing from decktracker. Do not analyse your plays on wether it got punished or not, analyse them on what would get punished most often or the hardest.
My third advice, do not rage or tilt, if you tilt often you can never reach legend because you just do not play clear. Example: imagine playing pirate warrior vs priest, you play frothing and clear the board of your opponent, many players will get the frothing above 4 attack. In my opinion you should not to prevent it from getting killed. A not raging player will be able to identify this play, but a salty triggered player will not get the frothing damage in. If there is a situation where you can't help to tilt, just let it go and stop playing for at least 30 minutes.
First of all, you're not F2P. You can't be 'more or less F2P', it's either yes or no.
Second of all, if you're trying to reach Legend for 2 years and keep failing even with best decks - you definitely do something wrong. If you really want to do so - focus on learning one deck, watch streams, analyze your games and so on. I'm not sure it is worth it, because the game is not fun at all at this moment. But it's your desicion.
The way I see it, there are many levels of hitting legend. Doing so with a Tier 1 aggro deck atm probably more about investing time than about skill. Question is if reaching legend like that will do anything for you.
Not saying that it doesn't require skill, but compared to taking a DIY-deck or a Tier-3 deck to legend, it is a different ball game.
Trying to do so might even be a tool to improve, because you have to think way harder and predict outcomes way better to succeed. I found Zalae's rank 5 (?) Hunter run way more impressive - and instructive - than any other stream (aside from firebat commenting events which is just great). It took adaption and meta knowledge and you could experience the evolution of the deck and his plays.
Forget about trying to reach legend man. The reason so few people reach legend is not because of skill, it's because its mind numbingly boring and really doesn't give you much in return unless you plan on playing at pro level.
The game is much more fun in casual or at lower ranks anyway. When you're trying to compete against others who are also trying to compete, the game is bound to get stale. You'll end up playing the same old decks against the same old decks over and over again.
Despite what many people think, hearthstone is a lot more diverse than you might think; but not when your ultimate goal is nothing but winning.
Was at my career high rank 2 one star sunday morning. And of course, hoping this is finally will be my month. Finished sunday at rank 5 zero stars only becouse new floors introduced, probably сould be rank 8 or 9 otherwise. Maybe legend is not for me FeelsBadMan

What helped me a lot: watch good players' games on youtube, pause bfore they do their plays and ask yourself, wha you would do, Then compare your plays and why the pro chose a different line and why that was better than yours.
I started at the same time as you and have also always been a "reach rank 5 player" but I did get legend once.
Figure out what month you will have more time, because time is key.
also, a good time to grind is right when meta is shifting, you play a consistent aggro deck. I used old pirate warrior last august and got legend easy because so many people were experimenting
Unless Hearthstone has anything to do with your career / livelihood, trying over and over to get Legend is insane. It exploits the worst addictive/competitive tendencies people have -- they get locked in and stop asking why they're spending hours and hours like that. What do you really achieve? How does it help your life?
I refuse to play ranked seriously because this game is how I spend leisure time. It's a gross, broken game mode.
TLDR: ok, off my soapbox, I implore you to find ways to enjoy playing that aren't grinding for legend. It's not always easy, but Arena, Brawl, and messing around with fun decks for questing do it for me.
Based on the information you have provided it sounds like you still have a decent amount of room to improve. Instead of focusing on your end goal (legend) you should focus on improving your winrate. The easiest way to do that is to watch streamers and pros play and analyze each and every difference between how they play and how you play. Even if you think that you play almost exactly like them, just remember that one play out of 10 games, just one play in 10 whole games, that caused them to win and you to lose is the difference between a 65% winrate (easy legend) and a 55% winrate (going almost nowhere). Here's a fun little chart that shows just how big of a difference a small increase in winrate can have:

your point is correct. but 55% winrate is just as easy legend as 65% winrate. if you want to make the comparison you should talk about 55% winrate and 45% winrate.
I'm talking about how easy it would be based on the amount of time they can play in a month. Based on a limited time schedule 55% winrate is far from easy legend. Given infinite time you would be correct, but in the real world you don't have infinite time. Unless you play several hours a day (something which the OP likely can't do) then making legend with a 55% winrate would be pretty hard. With a 65%+ winrate you can likely get to legend in an hour or less per day depending on game length.
Ive been playing a year, and never even sniffed Legend. If i make it to 10 every season i am happy. If i find myself getting mad at this game, i just shut it off.

I started in July 2015, and this is my second season of legend. Pirate warrior is easy legend, I got rank 11 (legend)
Well... I've hit legend a few times and my highest rank is 11 legend... Trust me I guess?
