Been playing since BETA and I have all the expansions.
At first during the first 2 years of playing I got to rank 15....but, since then here is the following pattern that is getting worse.
Regardless, of whether I use decks from the Hearthpwn website or create my own; it seems that on average the first time I try out a deck, I do well and get to Tank 19 and sometimes 18, but then lose every game after that and go back to Rank 20 and never ever again with that particular deck get back to 19 or 18.
The fact that this is a distinct pattern is what concerns me the most, and the fact that it has gotten worse to the point I cannot even get to 19 now regardless of deck.
Seriously, at rank 20 you should be beating people using gimmick decks, likle 30 legends. If you can't progress you should seriously stop playing the way you currently are and start learning from your mistakes, maybe even watch the starter player videos trump posted on his youtube channel.

A lot of the time it's just finding a deck that works for you.
I played from the first week of release till somwhere mid of naxxaramas and stopped all the way till release of Whispers of the old gods. on the first month I built a f2p c'thun mage till rank 11. Back then the meta wasn't refined because c'thun decks were all really weird and no one was really tryharding to get legend.
end of the month comes, the next month arrives and I try to climb with the same deck and I only got rank 15. This time all decks were refined, and I stopped when I hit rank 14 with a lucky win streak from a player who went afk.
At the very last 2 days of the season, kripp releases a video of a free to play combo warrior with enraged worgen. I netdeck it and manage to hit rank 5 with the F2P with shit like mad bombers and gnomish inventors.
after that I tried decks like aggro shaman when it was king and never managed to go past rank 7/8 with them. These were decks that everyone could get legend with and extremely effective decks to climb with. It ultimately comes down to finding what you know how to play and how you like to play around decks. Try netdecking and see what works with you, ultimately the decks should feel fun to play, like recently I crafted lee roy and he is one of the funnest cards I've played so far. It makes me not want to close the game instantly when I open it, just keep on playing something that you like and eventually you'll find something to climb with.
15-20 is hard compare to 5-15 due to deck variance incosistence. You will keep vs gimmick deck and loses to them. They may play stupid 30 legendary deck but they still out value you if you cannot end fast. This is why most people go aggro.
u will also face rock, paper, scissor matchup instead of aggro cancer meta. Very hard to tech in the card.

Any advice or opinions, similar experiences?
Advice sadly no, but similar experience yes.
I also play since beta and until recently I could make it to at least rank 15 as well but it's not the case anymore. The problem, I think, lies with matchmaking. The older the game grows, the more skewed the bad player/experienced player ratio becomes. We're not new but we clearly don't have the same level of skill of people as old as us.
This creates a floor effect in HS matchmaking where the near-entirety of ladder is occupied by high-skill players (or people with big collections) so average-skill players are matched with low-skill/new/f2p players at low ranks. The rank loss at the beginning of each season is also a big factor in this since ex-legend/high-skilled players who don't play that often will also stay at lower ranks.
Hopefully Blizzard will understand that their broken matchmaking algorithm limits HS growth and do something about it.
if you cant get to atleast rank 5 with meta decks you are just bad. nothing to do with decks or anything. honestly just go watch streamers play decks. analyse the decisions they make. make sure that you would make the same decisions in that situation. theres literally no other way for you to get better if you dont do that for atleast a few days because you will keep making the same mistakes over and over again and never realize they are wrong

Everyone netdecks now dude. Finding a non tier 1/2 deck at any rank is really uncommon. So no, you can't win with gimmicks unless you just get amazing draws and your opponent doesn't.

Watch some streamers, Lifecoach is a good one.
Play aggro decks. My friend started the game one month ago and got to rank 17 without legendaries etc. Just play aggro decks.

Yup aggro is the way in your case, you should be able to make aggro shaman decks? Good luck

Watch tournaments, as casters explain every single play (to the annoyance of some viewers) and you'll learn a lot
You need a budget aggro deck....
Something like this...
