Credit goes to some guy on reddit but I wanted to share this since I alaways wanted a drag and drop option for my decks to have my most played on top, while I was not aware that this is actually possible without deleting decks.
So Say Your Positioning is like following and you want to move Deck 3. to 1.
1.Druid
2. Mage
3. Rogue
Go to Deckbuilding Mage, hover over Class Icon, select change to Wild. leave Deckbuilding.
Positioning will be now:
1.Druid
2. Rogue
3. Mage
Repeat the Step, and this way you can shuffle the decks around without Deleting and Rebuilding. After that you can Just Change the other decks to standard, Rogue will still be on Position 1.
* EDIT Sadly this only works for 1 Sesion, after relogging its back to normal. Didnt realise this immediately since i didnt relogg, sry for Comotion.
The best way I've found to organize the decks was this:
Create all Standard Decks just to set the order you want. One for each Hero.
Now do the same for Wild Decks, preferably in the same order.
Now, as long as you don't delete any deck, they will not change order, even when you relog.
If you want to change a deck to test-drive, just edit the deck instead of deleting it. I use DeckTracker to export my decks to Hearthstone, found it really handy to keep things in order.

Is there an easy and reliable way to import/export decks to an external app? The last time I tried DeckTracker it wasn't reliable at all and you had to correct a lot of mistakes (importing everything manually from the scratch was actually a better option).
Yes, DeckTracker works really fine. Some hiccups when a new HS patch is released but usually works as intended. I use it to manage a small collection of "test-drive" decks every now and then before reverting to my preferred decks,

How about if you log out and in before making the deck Standard again?
