I've always felt that Druid hasn't lived up to it's role in WoW where they can transform into many different forms so here is a unique design for a Druid Class Legendary...
Lea Stonepaw 3 mana 2/2
Choose One - Transform your hero power into Bear Form; or transform it into Cat Form.
Bear Form - "Gain 3 armor." The point of this would be to turn the druid into a tanking variant. It takes away the valuable ping effect of being able to attack, but would allow you to play a control game.
Cat Form - "+3 attack this turn." This is meant for those token/aggro decks to give a more powerful offensive effect. You lose the ability to gain armor, but receive a big increase to the offensive power. I know this is a big buff, but you have to remember that you are spending 3 mana for a 2/2 which slows down the whole plan of an aggressive deck.
to get that power level it should either have a condition for activation or an increased mana cost... imagine a control Druid plopping this down on. T3... you'll easily outpace all aggro and it gives you a early game body.
if you go cat mode the cost is negligible, even in an aggro deck , especially when paired with tools like innervate.... curving out is less challenging for Druid compared to other classes... where it falls down is trmoval, but this legendary seems to address that as well.
if you changed it to a 2/2 that enhances your power WHILE Its alive then okay, similar to a version of savage combatant. If you want to change your hero power for the game I'd see this as a 5 mana minion that either becomes a 1/4 taunt or a 4/1 stealth.
just some thoughts because you've essentially made either a ghetto justicar or a perma fiery war axe, both of which are complained about a fair bit due to the high value of what they bring to the table

What if she were to become a 4 mana 3/2? Still the two toughness so most one and two drops could kill her. The point of the card was to permanently change the hero power so I don't like the idea of it only being while she is alive.
If it were 5 mana it would have to either be 5/2 stealth or 3/5 taunt. You have to remember that despite how powerful the effect is once you get to that mid stage of the game the stats can't be underwhelming or it will just be a card that never sees the light of day. Yes Justicar has 3 hp, but it also has 6 attack so if you opponent can't kill it immediately it presents a decent threat. Changing it to 5 mana also creates a problem if you were using her for Cat form.
You also have to take into account that you have to actually draw her lol. Can't tell you how many times I've waited on Justicar only for it to be in the bottom 5.

Druid won't outpace shit even with a superior Steady Shot, because it simply lacks insane reach and all in face potential old face hunter had. Innervates are nice and all, but you still have to spend 2 mana each turn to get that 3 ATK, plus it's a legendary, so a chance to draw it on 3 going 1st is like 30% hard mulliganing for her.

Imagine this card played with fandral. GG. As has already been pointed out in the thread, the card is too strong, especially the cat form. With 2 attack on cat form, it might be approaching something that's fairly balanced.

Yeah I didn't take Fandral into account. I'm thinking this card would be better suited at 4 or 5 mana, although at that cost I think the cat form is fine. With the higher mana cost to combo it off with Fandral you would not only have to have two legendaries, but also 8/9 mana. It would be a great end game combo.

3 attack seems high?
Bear form is balanced, Cat form is not. 3 is simply too high.
2/2 is barely enough to slow down the advantage from its effect though..

I think an on-curve 3/4 (3) minion with choose one between +2armor OR +2damage is more balanced and less risky in design.
