Here's the idea: rather than a bunch of gimmicky-to-staple classic legendaries for each class, what about a classic legendary (always available in any stage of the game) which is basically a tech card that enhances specific class mechanics or gamestyles? Thought based on the new Fandral Staghelm, and the fact that other classes already have staple classic legendaries (see Mage and Paladin).
I think it is very rewarding to have or aim to an always good class legendary that synergises with class mechanics, improving strategic possibilities rather than just exploiting stats-value (which could even become broken with some expansion).
Old Classic Legendaries would inevitably be turned out of classic set if not already tech-staple, OR each class should have 2 classic legendaries, one tech-staple, the other being a good body-value.
Here's some suggestions (just an idea ofc, what matters here is the general plan):
Druid: Fandral Staghelm is perfect (enhancement of choose one mechanic. Maybe tune it around 5-mana to avoid hard combos being too easily accessible).
Hunter: King Krush is actually a good design. It is a Beast and it has charge, which is good for rushing hunters. Maybe something balanced around 6-7 mana would fit better for any hunter gameplay to come. An alternative could be a legendary version of Mad Scientist (maybe 2 traps at a time or battlecry: your traps are free during this turn). Halduron Brightwing maybe.
Mage: Archmage Antonidas is pretty much there. Synergises and enhances spellcasting, typical of mage.
Paladin: Tirion Fordring is already staple. But he does not enhance any particular paladin gamestyle or mechanic, since paladin has none. Maybe a better idea could be a cheaper 6-7 mana Legendary that synergises with your friendly tokens (paladin is much about tokens). Not a stats enhancing (which would be boring). It could be some sort of Avenging Wrath battlecry based on the number of your tokens, or else. Turalyon anyone?
Priest: Prophet Velen is already there. Maybe make it 6 mana or tweak stats over more hp than attack, in order to make him more versatile on curve.
Rogue: Maiev Shadowsong: 3-4 mana drop, maybe with charge. Your combo cards are always enabled while Maiev stays on the board. OR: battlecry: your combo cards cost 0 next turn.
Shaman: Therazane: vanilla-ish stats balance on a 3-4 mana drop. Maybe with taunt and/or divine shield. Unlocks overload (this tech is expansion-bound so far).
Warlock: Jaraxxus is already there. Maybe a slightly cheaper version and slightly less snowball effect: basically a legendary that lets you life-tap more freely without killing yourself. OR a legendary that lets you lifetap for less mana/life while he is on board. As an alternative, Cho'gall is also good for this spot.
Warrior: Grommash Hellscream is already there. He's got charge and enrage, which are not class-specific mechanics, but quite so.
