not necessarily a lot of legendaries are dungeon bosses or npc for quests,look at how many expansions WOW have and you will get an idea of how many possibilities they have.
I think it is pretty bad: just take the average place you will play this: seven mana for a 4/5 body a hero power and not even a real card draw as you will get garbage in many cases... now just compare this to azure drake which costs 2 mana less for a real card, spell damage and granted, a weaker body... but still 2 mana less!
And sure, it has benefits if it lives, but these cards very rarely live...

7 Mana for 4/5 (let's say 7 because this guy is being killed the turn he comes into play, and you want some value for putting him on the table). The spell you draw may as well be named "Concede".
I think it is pretty bad: just take the average place you will play this: seven mana for a 4/5 body a hero power and not even a real card draw as you will get garbage in many cases... now just compare this to azure drake which costs 2 mana less for a real card, spell damage and granted, a weaker body... but still 2 mana less!
And sure, it has benefits if it lives, but these cards very rarely live...

Also, this card can bait out a removal, potentially stopping your opponent from playing on curve. What is the turn 7 on-curve play? ...Dr. Boom. Azure Drake is not threaten enough to do that.

No I did not forget the hero power, read my comment again ;) and no, I think the card is bad in constructed, at least if there is not much more cards that mess around with the one-per-turn-limit ... And the "it has to be dealt with"-argument: Did Ghazrilla see play, or even Chromaggus ... for this to be true the benefits would have to be much, much more than "a random spell" ... heck, I even think if the card was "inspire: draw a card" it might not cut it!
Nowadays the few legendaries that allows to create more card to fill your hand are in a "ok" spot : Ysera , Nefarian, Neptulon or even Chromaggus Those are huge in the late control versus control game. The usual drawback of those cards is the mana cost, this one is the cheaper version so it might definitely be quite good.
I won't say that he won't ever be played no matter what (as some people in this thread already have), because making a blanket statement like that is just silly and dumb.
That being said, given our current amount of limited information, I don't see this card popping up much in constructed. As others have pointed out, his stats are already weak for a 5 drop and in order to get immediate value from him (generally a prerequisite for most legendary minions used in constructed), he requires 7 mana. With so little information available however, that can easily change. We already know that hero power cost reduction is a thing, as is multiple hero powers per turn. Value for 6 mana or drawing multiple cards a turn doesn't sound so bad. If he's not answered immediately, I can easily see him out-valuing nearly every other current 5 drop legendary. It's simply impossible to quantify his usefulness until we know the rest of the card pool. For instance, there may be a card that allows Inspire effects to trigger the moment a creature hits the field, or a Baron Rivendare effect for Inspire that allows the effect to trigger twice, or a Undertaker-esque minion that receives bonuses when you drop a minion with Inspire. Any number of things can push Saraad into the realm of viability.
Even if that doesn't happen though, I feel he still has his place. Any mage that pulls him from an Unstable Portal is generally going to be pleased. There's also arena which I believe he has the potential to truly shine. This card is far from bad, we just don't know exactly how good he'll end up being.

Same type as Nefarian, both as a minion and tavern brawl, this minion is a little risky in constructed deck, as you need the RNG in your favor. If it worked as Nefarian, or vice versa, Saraad would be a little better, as some heroes have better spells(Druid=Force Of Nature example) but as it is now, personally, as a legendary, his inspire should be "Inspire: Add a random spell to your hand. This costs (1) less." 6/10, as it is OK in arena.
There were some games played after the announcement... It's funny how the card is discussed as bad here because we already have been able to see its awesomeness live... Shitty OP card ! :D
They made garbage decks with no hex earthshock and double mana tide instead of azure drakes. Not sure if mage even had a flamestrike in.
The RNG is real with this card but it looks like alot of fun.
