Strangely, there's no equivalent pirate for Captain's Parrot... A disappointing design oversight, IMO.
There are plenty of battlecry or deathrattle minions that can be played without triggering and not receive compensation. Mind Control Tech will not retrieve some arbitrary minion if your opponent has fewer than 4, Voidcaller will not conjure some imp if you're out of demon cards, and Novice Engineer will do nothing if your deck is empty. The difference is those other examples are spells, and playing a spell to no effect is far more damning than playing a 3/3, a 3/4, or a 1/1 and not getting the full potential from its text.
Captain's Parrot drawing an otherwise unobtainable little pirate sounds awesome, but I think it's entirely fair that it doesn't given this distinction.

Not really the point, at all. I mean fair design-wise, not balance-wise. Spells that whiff get Worthless Imp, Shadow of Nothing, etc. Battlecries that whiff get nothing. Thus Captain's Parrot is not guaranteed a pirate. Being OP or UP is irrelevant.

I've pulled it previous in a game that went to fatigue. My opponent only had like 3 cards in his deck when I played Mindgames.

I don't run Mindgames in my Tavern Brawl deck for this very reason (meaning that the opponent's deck is unlikely to contain any minions).
