If you go to the RoS guide and take a look at the revealed cards, you will see that the slots for the neutral legendaries are full. But shouldn't there be one extra for Zayle, Shadow Cloak (aka the legendary from the PVE adventure)?

As it happens, Liv Breeden, one of the HS devs, has just been clarifying this in Reddit:
"Zayle will not show up in packs. There are 5 Neutral Legendaries, not including him. You get the golden version in the single player content, but if you want the normal one, you have to craft it."
And also: "he won't show up in the collection until the single player content releases."
I think Zayle is a 'promo' legendary so the usual rules don't necessarily apply. I'm pretty sure no one will be able to play it until the solo content arrives, so whether it is part of the set in the usual sense is debatable.
Zayle is a reward from the adventure which released a month after the expansion so it makes sense to me that he isn't included among the standard 5 neutral legendaries. Once he becomes available he'll probably be counted as a 6th neutral legendary for Rise of Shadows as normal.
I guess it will be placed in "promotional cards" and it won't be acquirable from in-game random effects like Face Collector, unlike Whizbang the Wonderful.
I mean, it won't be a real card to put a deck. At least I'm guessing like that.
