Bad body for an 8 cost minion. Some classes may be able to control the outcome more than others but there isn't really enough consistency to be worth running in any deck. Overall I think it will cause more frustration than anything when people roll it from effects like evolve/devolve or forbidden shapling. Do we now have bad RNG in all Mana costs?

Looks terrible, but some thought has gone into this. It's been costed deliberately to avoid it being ever good enough for competitive constructed. If you costed this at a more natural level, like 5 or 6, then people might start playing it at high levels/tournaments, and given the variance that would be pretty disgusting, just like Yogg was.

The math about Yogg was easy and many ppl knew it was a meta-defining card right after doing some simple statistical calculation.
Back to this card which is more complicated, since it's a 5/4 body, if you cast a beneficial minion only spell which at least cost 4, it's only worth it to do so if the number of minion is higher than your opponent's and vice versa.
If you cast a beneficial single target spell with cost 4, count yours and your opponent's hero at a minion.
But if you choose a enemy only or friendly only spell to cast with at least cost 4, it can always benefit you perhaps hugely.
Thus the best scenario is to cast a harmful spell when your opponent is controlling the board. You can just pick a spell like secret or self healing but likely lose some value.
Finally, to decide this card is good or bad, we need to statistic:
1. What's the average spell cost after rotation: if higher than 4, at least you won't lose too much value.
2. How many enemy only and friend only spells there are: if less than 33%, you have to cast a beneficial spell when the number of your minion (perhaps plus your hero if it is not a minion only spell) higher than your opponent's and vice versa, which makes this card very situational. Otherwise you can almost always make sure to benefit from this card.
why the hell would you print an overpriced card with worthless stats that discovers a spell with a drawback, meme card indeed.

Paladin Lay Of Hands is another very good option, but paladin with so many crap secrets can't play this one.
