Ranked is, by definition, competitive. If you are not able to spend money, you cannot expect to compete with people who have been building their collections for several years, not to mention you lack experience with this type of game.
Play Casual, complete quests, earn gold. Do Tavern Brawls to earn packs. DO NOT DUST YOUR CARDS TO BUILD FLAVOR-OF-THE-MONTH DECKS.
Your win rate in Casual will eventually settle at 50 percent, thanks to the MMR. That's a lot less painful than slamming your face against Rogue after Rogue on the ladder. By the time your skills are solid enough to compete, you'll have enough cards to make a deck that can survive in Ranked.
Just be patient and don't expect to become a world champion overnight.
ALWAYS REROLL YOUR 50G QUESTS! If you want that free to play gold then arena is the way to go, but you need to be actually good at the game. You can start by getting HearthArena Companion to basically draft the deck for you, it's not perfect but it's as close as it gets. Watching arena players like Kripp would also be recommended. Prepare for a long grind, one day at a time.

Lost a few more games and then got on a roll and got back to 18. I am really keen to build one of the budget decks and will just have to be patient until I get enough cards.
It was just the relentless bashing I got that drove me insane. Usually, when playing a game you cop a few whoopings and then you bounce back.
When you are new and don't have any decent decks, you can feel a bit helpless. This is probably what the shareholders are banking on, you get frustrated and want to spend big. It is a cunning trick, I really was tempted to buy a bunch of packs.
Anyway, I am just going to chill now and not let it get to me. it's hard when you are competitive by nature.

The most popular version of Token Druid is a bit expensive, but I'm sure there can be a variant made with very cheap cards. I wish i had a budget version on me, but try to use minions that flood the board, spells that buff minions for cheap. That's essentially what Token Druid is.

Token Druid's win condition is pretty simple: flood the board and win, your opponents will eventually go out of removals.
Given this, the legendary cards you can use in this deck don't have a key role: they might help you to get more value (I'm thinking about Keeper Stalladris), but you can play even without them. That's why Token Druid is played by a lot of new accounts: simple to build, simple to pilot, clear win condition, relatively cheap (you can make a good version using just basic, common and rare cards).
If you need a decklist let me know: I've seen a couple of them in the last few days that should suit your purpose.

IMO, getting better at the game really helps you climb and enjoy the game more; having a stronger deck certainly helps but that's not something you can really speed up unless you spend some $$$.
Obviously you'll improve the more you play, but watching someone play is one of the best ways to learn. Many pro players, such as Firebat for example, tend to explain the decisions they make while playing. Honestly you can't ask for better tips than being inside the thoughts of a pro.
Another underrated way to improve is simply knowing your opponent. Sure, you can't choose who you go against but if you queue up against a Rogue for example, you can learn to expect fast paced decks, so mulligan in consequence. A great website to know more about what people are playing is HSReplay, there's a page with the most popular decks of each class and, on top of giving you new deck ideas, will show you what to expect while playing.
There are several videos where people got to legend (or close to it) very fast (~1day) from new accounts with out spending a penny. There are cheap top tier decks.
About winrate. Everyone here is used to have 50%winrate +/-10%, there is no forever victory paths.
And ofc loosing while young in game and genre is a normal thing unless you get used to a new level, basic study curve.
Not sure how good the whizbang decks are but you could give that a go to see if you like the game enough.

A couple weeks ago a dude opened a new account and started from scratch and went to legend in under 16 hours. Free account.
He used Token Druid, maybe you should try that.

Just start playing secret hunter with 2x Rat Trap and 2x Spellbreaker. Always fun.
Rat trap always pops at the end of the opponents turn, and spellbreaker destroys insane mech towers. I think that's key in the current meta.
